Book excerpt: Based on a qualitative study on migrants of Somali origin who have settled in Europe for at least a decade, this open access book offers a ground-breaking exploration of the idea of mobility, both empirically and theoretically. It draws a comprehensive typology of the varied “post-migration mobility practices” developed by these migrants from their country of residence after having settled there. It argues that cross-border mobility may, under certain conditions, become a form of capital that can be employed to pursue advantages in transnational social fields. Anchored in rich empirical data, the book constitutes an innovative and successful attempt at theoretically linking the emerging field of “mobilities studies” with studies of migration, transnationalism and integration. It emphasises how the ability to be mobile may become a significant marker of social differentiation, alongside other social hierarchies. The “mobility capital” accumulated by some migrants is the cornerstone of strategies intended to negotiate inconsistent social positions in transnational social fields, challenging sedentarist and state-centred visions of social inequality. The migrants in the study are able to diversify the geographic and social fields in which they accumulate and circulate resources, and to benefit from this circulation by reinvesting them where they can best be valorised.The study sheds a different light on migrants who are often considered passive or problematic migrants/refugees in Europe, and demonstrates that mobility capital is not the prerogative of highly qualified elites: less privileged migrants also circulate in a globalised world, benefiting from being embedded in transnational social fields and from mobility practices over which they have gained some control.

Yet increasing migration by skilled workers from developing countries («brain drain») has raised serious concerns internationally about the adverse development impact on their countries of origin. This book, however, highlights the positive aspects of skilled labour migration as scientific diasporas are playing a growing role in the transfer of technology, skills and knowledge («brain gain») to their home countries. This is a very significant development in a globalised world where science, technology and knowledge can trigger economic and social transformations. The book presents solid empirical evidence of the contributions scientific diasporas make to their countries of origin, based on primary surveys of skilled migrants from Colombia, India and South Africa employed in Switzerland, a major destination country. The findings lead to a better understanding of the motives for migration, the profile of the scientific diaspora communities in Switzerland, and the varied ways in which they help their home countries. The book makes a significant contribution to the international policy debate and dialogue on migration and development. In particular, it shows how to leverage the potential of scientific diasporas as agents of home country development, by identifying good practices and offering specific recommendations for the countries of origin and of destination.

Some countries are experiencing a long-term collapse of their political and social structures out of internal conflicts and external interventions. The Transnational Middle East posits that, in the Middle East, the development of regional dynamics, of processes and circulations of all kinds, can be documented. In this regard, the approaches it develops — ‘bottom-up’ regionalisation, ‘globalisation from below’ — allow for a better understanding of the ways in which the Middle East is part of global transformations. The book analyses how, through their practices, Middle East societies elaborate a regional space which is not institutionalised. Based on fieldwork in the Middle East, the book provides venues for further theoretical elaboration on globalisation and contemporary societies, as well as on processes of regionalisation. It draws on the emergence of genuine regional spaces of culture, art, economic activity, human circulation — which supplement and do not contradict other infra-national, national, or global social processes. As in other areas of the world, these transformations are to a large extent the mode of the Middle East’s insertion into globalisation. In this respect, they go against standard narratives of the supposed ‘exceptionalism’ of the region. It shows that international migration is not rooted in poverty or rapid population growth, but in the expansion and consolidation of global markets. As nations are structurally transformed by their incorporation into global markets, people are displaced from traditional livelihoods and become international migrants. In seeking to work abroad, they do not necessarily move to the closest or richest destination, but to places already connected to their countries of origin socially, economically, and politically. When they move, migrants rely heavily on social networks created by earlier waves of immigrants, and, in recent years, professional migration brokers have become increasingly common. Developing countries generally benefit from international migration because migrant savings and remittances provide foreign earnings to finance balance of payments deficits and make productive investments. Some developing nations have gone so far as to establish programs or ministries dedicated to the export of workers. Developed nations, in contrast, focus more on the social and economic costs of immigrants and seek to reduce their numbers, regulate their characteristics, and limit their access to social services. Over time, receiving nations have gravitated toward a similar set of restrictive policies, yielding undocumented migration as a worldwide phenomenon. Globalization also creates infrastructures of transportation, communication, and social networks to put developed societies within reach. In the latter, ageing populations and segmenting markets create a persistent demand for immigrant workers. All these trends are likely to intensify in the coming years to make immigration policy a key political issue in the twenty-first century.
