Cet ouvrage met à disposition des étudiants, et de tout public intéressé par la question rurale, une approche renouvelée et indispensable pour saisir les enjeux actuels que représentent les espaces ruraux. It aims to answer the following question: Is there any possibility for a policy of smart development and smart specialization in rural and peri-urban areas? Based on detailed analytical studies, empirical and econometric methods, as well as various European case studies, several conclusions are drawn. Smart development policies are well adapted to the developed or intermediate regions containing at the same time rural and urban areas, but do not really function for the more rural or more peripheral regions. The development policies of rural areas must be adapted to their particular characteristics, to the structure of their economies (agriculture, small firms), as well as in their diversity (distant regions, intermediate regions, rural areas near the urban areas). It appears interesting to exploit natural and cultural amenities, to develop the multifunctional character of the agriculture, to promote territorial innovation under all its forms, to favor the synergies between the various uses of land and space, and to develop the knowledge on the ecological, socioeconomic processes, as well as on the mechanisms of territorial governance. These results are very important because they question the validity of the H2020 policy and the smart development and smart specialization policies and their applicability to the whole European area, and not only for the most urban and rich areas. It will be valuable reading for students, researchers and policy-makers in regional development, rural studies, spatial planning and economic geography.

Factors responsible for this include climate change, the hilly nature or topographic layout of the land, and human interference through overgrazing, destructive agricultural practices and the impact of deforestation. This detailed study of resource management and its ecological challenges in the Bamenda Highlands, stresses an important link between falling food output and soil deterioration. While most areas in this predominantly agricultural region enjoy food abundance, the inhabitants of high-density infertile, rugged mountainous areas are forced to resort to double cropping and intensified land exploitation that leave little room for soil regeneration. The population problem in relation to land degradation is infinitely more complicated than the region's sheer ability to produce enough food supply. The authors make a strong case for a delicate balance between human agency and environmental protection in this highly populated and physically challenging region where land is a precious resource and land conflicts are common.

Book excerpt: The Center for International Forestry Research (CIFOR) initiated the GCS-Tenure project in Indonesia, Uganda and Peru conducted the study to analyze the relationships between statutory and customary land tenure and how these relationships affect tenure security of forest-dependent communities, including women and other marginalized groups. Using a global comparative approach and standardized methodologies, the study analyzes the differential success or failure of policy and institutional innovations to enhance secure tenure rights. It also examines how these innovations identify strategies likely to lead to desired outcomes. The Participatory Prospective Analysis (PPA) is used as a first step by engaging key stakeholders. Through participatory meetings, all expert stakeholders progressively identify and develop a range of tenure security scenarios. They then elaborate actions in response to the scenarios identified. With the application of PPA, the research team aims to answer the following questions: What are the key factors influencing forest tenure security? What possible actions can mitigate negative implications (or reduce barriers impeding implementation) and promote positive changes (e.g. equitable access for women and marginalized groups? Who should be responsible for those actions? PPA aims to help decision makers understand the key drivers, challenges and future consequences of policy options.
