Book excerpt: Lors de son exposé Mr Schmid a opéré la distinction entre trois types de migrations: les migrations traditionnelles, en chaîne et de masse. A) Les migrations traditionnelles représentent une stratégie de survie de l'être humain depuis l'âge de pierre et font partie de l'économie de subsistance des cultures agraires traditionnelles. B) Les migrations en chaîne s'exercent de la périphérie vers les centres plus développés, en raison de la pression démographique, de l'effondrement des structures sociales traditionnelles, ou de la violence. De loin les plus importantes d'un point de vue quantitatif, elles connaissent parfois des bases politiques et légales clairement définies et des limites dans le temps. Elles ont pour objectif le passage de la misère à la prospérité économique. C) Les exodes de masse s'effectuent sans planification, en raison d'une détérioration des conditions écologiques ou de la guerre. Ils sont souvent le contrecoup des conflits d'intérêt qui ont opposé les grandes puissances dans le passé ou la conséquence de conflits ethniques. Ils ne permettent que rarement d'échapper à la misère. Procédant à l'analyse des causes et des conséquences des migrations dans les pays en développement, Mr Schmid reproche aux études consacrées au phénomène leur prise en compte partielle des problèmes et l'oubli des conséquences économiques, écologiques et démographiques sur les pays d'origine. Dans le même ordre d'idées, il a relevé les problèmes auxquels se heurtaient les pays en développement, tels que l'exode des cerveaux vers les pays riches contrastant avec l'afflux massif des pauvres vers les pays en développement. Mr Schmid propose d'accorder une plus grande importance aux questions migratoires dans l'arène internationale car celles-ci ont aujourd'hui partie liée avec la politique de sécurité. Il préconise le développement des régions rurales ainsi qu'un travail d'information auprès del'opinion publique. En ce qui concerne les exodes de masse, il a rappelé que les solutions devraient avoir pour objectif l'intégration des migrants dans le pays d'accueil ou le retour au pays d'origine, et non une situation de dépendance continue de l'aide internationale, comme c'est le cas aujourd'hui. A cet effet, des normes de sécurité et de conditions de vie devraient être établies, susceptibles de déterminer si le retour peut avoir lieu. Néanmoins, la réalisation d'un tel programme est tributaire d'un lieu où les Etats puissent élaborer des solutions. Il considère, par conséquent, que le rôle du HCR doit être redéfini et il lance un appel aux Etats à s'engager résolument sur cette voie.

Book excerpt: At the end of the 20th century nearly all developed nations have become countries of immigration, absorbing growing numbers of immigrants not only from developed regions, byt increasingly from developing nations of the Third World. Although international migration has come to play a central role in the social, economic, and demographic dynamics of both immigrant-sending and immigrant-receiving countries, social scientist have been slow to construct a comprehensive theory to explain it. Efforts at theoretical explanation have been fragmented by disciplinary, geographic, and methodological boudaries. Worlds in Motion seeks to overcome these schisms to create a comprehensive theory of international migration for the next century. After explicating the various propositions and hypotheses of current theories, and identifying area of complementarity and conflict, the authors review empirical research emanting from each of the world's principal international migration systems: North America, Western Europe, the Gulf, Asia and the Pacific, and the Southern Cone of South America. Using data from the 1980s, levels and patterns of migration within each system are described to define their structure and organization. Specific studies are then comprehensively surveyed to evaluate the fundamental propositions of neoclassical economics, the new economics of labour migration, segmented labour market theory, world systems theory, social capital theory, and the theory of cumulative causation. The various theories are also tested by applying them to the relationship between international migration and economic development. Although certain theories seem to function more effectively in certain systems, all contain elements of truth supported by empirical research. The task of the theorist is thus to identify which theories are most effective in accounting for international migration in the world today, and what regional and national circumstances lead to a predominance of one theoretical mechanism over another. The book concludes by offering an empirically-grounded theoretical synthesis to serve as a guide for researchers and policy-makers in the 21st century.

The notion of boundary is universal as boundaries are also an important part of human social organization. Through the ages, boundaries have remained the container by which national space is delineated and contained. For as long as there has been human society based on territoriality and space, there have been boundaries. With their dual character of exclusivism and inclusivism, states have proven to adopt a more structural approach to the respect of the former in consciousness of the esteem of international law governing sovereignty and territorial integrity. However, frontier peoples and their realities have often opted for the latter situation, imposing a more functionalist perception of these imaginary lines and prompting a border opinion shift to a more blurring form of representation and meaning in most African communities. This collective multidisciplinary effort of understanding how tangible and intangible borders have influenced Africas attitude and existence for ages is worthy in its own rights. The difference between what borders are and what they are not to a people is the mere product of their own estimations and practices, a disposition that leads the contributors to this book to study borders beyond states or nations and how borders are crossed or transferred from one point to the other for the convenience of their histories and being.

Like all the petroleum-rich states of the Persian Gulf, Bahrain hosts an extraordinarily large population of transmigrant laborers. Guest workers, who make up nearly half of the country's population, have long labored under a sponsorship system, the kafala, that organizes the flow of migrants from South Asia to the Gulf states and contractually links each laborer to a specific citizen or institution. In order to remain in Bahrain, the worker is almost entirely dependent on his sponsor's goodwill. The nature of this relationship, Gardner contends, often leads to exploitation and sometimes violence. Through extensive observation and interviews Gardner focuses on three groups in Bahrain: the unskilled Indian laborers who make up the most substantial portion of the foreign workforce on the island; the country's entrepreneurial and professional Indian middle class; and Bahraini state and citizenry. He contends that the social segregation and structural violence produced by Bahrain's kafala system result from a strategic arrangement by which the state insulates citizens from the global and neoliberal flows that, paradoxically, are central to the nation's intended path to the future. City of Strangers contributes significantly to our understanding of politics and society among the states of the Arabian Peninsula and of the migrant labor phenomenon that is an increasingly important aspect of globalization.
