It is divided into five parts, presenting a European overview and covering the existing legal frameworks; abuse prevention and reporting; rehabilitation and social reintegration of victims; sexual violence on the Internet; and public and private partnerships against abuse. It also sheds light on the little-known problem of children who are sexually abusing other children.In addition to providing thorough information on the many facets of this complex subject, this publication also highlights new concepts, facts and recommendations. Foremost is the significant lack of data on the prevalence and nature of sexual violence in Europe, underscoring the need for co-ordinated pan-European research and information gathering, which are vital to effective policy making and programme design. It also sounds the alarm for urgent co-ordinated action in various fields to drastically improve child protection through awareness raising; targeted and specialised training, intervention and therapy programmes; sex education in schools; responsible family attitudes; and justice systems with tighter abuse laws and which take account of children's special needs as reliable witnesses.Protecting children from sexual violence is published as part of the Council of Europe campaign to stop sexual violence against children. The hope is that this publication will inspire judges, the police, educators, governments, the media and legislatures to join the campaign and expose, demythify and take concerted action to combat sexual violence against children, a phenomenon that affects as many as 20% of children in Europe.

Book excerpt: The economic and social prospects are daunting for the 89 million out-of-school youth who comprise nearly half of all youth in Sub-Saharan Africa. Within the next decade, when this cohort becomes the core of the labor market, an estimated 40 million more youth will drop out, and will face an uncertain future with limited work and life skills. Furthermore, out-of-school youth often are 'policy orphans,' positioned between sectors with little data, low implementation capacity, lack of interest in long-term sustainability of programs, insufficient funds, and little coordination across the different government agencies. This report provides a diagnostic analysis of the state of out-of-school youth in Sub-Saharan Africa, focusing on the 12- to 24-year-old cohort. This report also examines the decision path youth take as they progress through the education system and the factors that explain youth's school and work choices. It finds that individual and household characteristics, social norms, and characteristics of the school system all matter in understanding why youth drop out and remain out of school. In particular, six key factors characterize out-of-school youth: (i) most out-of-school youth drop out before secondary school; (ii) early marriage for female youth and (iii) rural residence increase the likelihood of being out of school; (iv) parental education level and (v) the number of working adults are important household factors; and (vi) lack of school access and low educational quality are binding supply-side constraints. Policy discussions on out-of-school youth are framed by these six key factors along with three entry points for intervention: retention, remediation, and integration. This report also reviews policies and programs in place for out-of-school youth across the continent. Ultimately, this report aims to inform public discussion, policy formulation, and development practitioners' actions working with youth in Sub-Saharan Africa.

The contributors explore various aspects of the circulatory mechanisms that have been deployed in the field of education during the modern and contemporary period. Varying the observation scales, from local to international, they demonstrate the multilateral character of the circulatory dynamics observed. The implementation of rich and varied approaches to these complex processes offers a perspective that complements and renews our knowledge of the genesis and evolution of educational policies and systems, most notably highlighting their foreign inspirations. However, these studies do not merely evoke borrowings and hybridization, as if national borders proved porous or non-existent. Instead they show that the phenomena of resistance, reinterpretation, and rejection are also an integral part of transnational mechanisms of exchanges. The book thus demonstrates the relevance of a historical approach in addressing these transnational mechanisms in the field of education and childhood policy. Book excerpt: In 1999 (August 30 - September 2) the Pan African Anthropological Association (PAAA) marked the 10th anniversary of its creation by holding its 9th Annual Conference in Yaounde, Cameroon - the city and country of its birth. The conference, themed "The Anthropology of Africa: Challenges for the 21st Century", was attended by some seventy participants, mostly African. Among the international participants was Dr Sydel Silverman, President of the Wenner Gren Foundation at the time - a long term partner of the PAAA; she was present at the inaugural conference in 1988. The conference proceedings were initially published in 2000 with very limited circulation. Given the continued relevance of the papers presented, and in view of the call by the President of the PAAA for African anthropologists to reunite anthropological theory and practice in the teaching programmes of African universities, the PAAA is pleased to republish the proceedings of its landmark 9th Annual Conference. The book consists of forty three divided into eight parts, namely: i) teaching anthropology in the decades ahead; ii) Health Challenges: HIV/AIDS Anthropological Perspectives; iii) NGOS: Use and Misuse of Anthropology; iv) Anthropological Focus on Environment; v) Some Applied Issues in Anthropology; vi) The African Family in Crisis; vii) Ethnicity and Ethnic Conflicts; and viii) Population issues and anthropology: Fertility Crisis. Paul Nkwi concludes his introduction to the volume with these words: "The Anthropology of Africa will remain for a long time, fundamentally applied if it is to meet the challenges of the 21st Century."

On devine clairement les voix des femmes twas dans ce rapport, qui plaident pour des changements et la reconnaissance de leurs droits – en tant qu’autochtones et en tant que femmes. Malgré la discrimination et la pauvreté qui sont leur lot quotidien, elles sont pleines d’énergie, d’idées et de courage, ce que ce rapport suffit à démontrer. La question foncière est aujourd’hui de premier ordre pour les femmes comme pour les communautés twas. Les Twas étaient traditionnellement dépendants des forêts et des territoires sur lesquelles ils vivaient. Or aujourd’hui, la plupart des Twas sont sans terre. Leur culture et leur existence même sont en danger. Qui plus est, les changements profonds qui affectent aujourd’hui leurs sociétés sont en train de remettre en question le statut traditionnel d’égalité entre hommes et femmes. Ce rapport présente les politiques gouvernementales et les instruments juridiques internationaux relatifs aux droits humains que les Twas et les organisations qui les soutiennent pourraient utiliser au Burundi, en Ouganda, en République démocratique du Congo et au Rwanda. En guise de conclusion, le rapport offre des recommandations aux gouvernements de ces Etats et aux organisations de développement.
