In doing so Jon Elster goes beyond formal institutions to show how they worked in practice. He draws on a host of examples and contemporary texts to illuminate the perverse and sometimes pathological effects of this system and seeks to provide a detailed analysis of the political institutions that undergirded it. Whereas Tocqueville, in his famous analysis of the ancient regime, wanted to understand the old regime as a prelude to revolution, Elster views it as a prelude to constitution-making prompted by and intended to resolve these perversities. He views these as overlapping, yet important enough to render distinct. In addition to defending a particular set of substantive propositions about the conditions which led to the Constituent Assembly, Elster argues for a specific methodological approach to history, which emphasizes supplementing the historian's craft with approaches from the social sciences. Ultimately, he does not claim to answer the historians' questions better than they do. Book excerpt: Political and administrative institutions cannot be understood unless one knows who is operating them and for whose benefit they function. In the first volume of this history, Mousnier analyzes such institutions in light of the prevailing social, economic, and ideological structures and shows how they shaped life in 17th- and 18th-century France. He traces the changing role of monarchical government, showing how it emerged over two centuries and why it failed. In a society divided by hierarchical social groups, conflicts among lineages, communities, and districts became inevitable. Aristocratic disdain, ancestral attachment to privileges, and autonomous powers looked upon as rights, made civil unrest, dislocation, and anarchy endemic. Mousnier examines this contention between classes as they faced each other across the institutional barriers of education, religion, economic resources, technology, means of defense and communication, and territorial and family ties. He shows why a monarchical state was necessary to preserve order within this fragmented society. Though it was intent on ensuring the survival of French society and the public good, the Absolute Monarchy was unable to maintain security, equilibrium, and cooperation among rival social groups. Discussing the feeble technology at its disposal and its weak means of governing, Mousnier points to the causes that brought the state to the limits of its resources. His comprehensive analysis will greatly interest students of the ancien régime and comparativists in political science and sociology as well.

Book excerpt: This study analyzes the political and fiscal origins of the French Revolution by looking at the relationship between the royal government and privileged, corporate bodies at local level. Utilizing a neo-Tocquevillian approach, it argues that the monarchy undermined its own attempts at reform by extending central authority, while at the same time it continued to rely upon corporate structures and monopolies to finance the state. The unresolvable, institutional conflicts had the effect of politicising members of the privileged elite and eventually led many of them to embrace a rhetoric of citizenship, accountability, and civic equality that had far-reaching and unanticipated consequences. When Lille's bourgeoisie consolidated a municipal revolution in 1789, they followed a programme that was politically liberal, but economically conservative. Arranged as a series of case-studies, the book illuminates the structure of political power in the Flemish provincial estates, the growth of royal taxation, the problem of municipal credit, the role of venal officeholders, and the relationship of the revolutionary bourgeoisie to monopolies of the guilds.
