Book excerpt: Dans le courant des années quatre-vingt, le classement par ordre décroissant des inégalités de salaires pour l’ensemble des salariés est, pour les principaux pays de l’Est et de l’Ouest, le suivant : 1. les États-Unis ; 2. la France ; 3. la Belgique, le Royaume-Uni, la Pologne, l’URSS (tous à peu près au même niveau) ; 7. la Hongrie et la RFA ; 9. la Tchécoslovaquie ; 10. le Danemark. Ainsi, les différences à l’intérieur de chaque système apparaissent-elles au moins aussi importantes qu’entre les deux systèmes. Bien plus, les déterminants des inégalités de salaires sont souvent les mêmes. II s’agit du niveau de formation des salariés, de la discrimination à l’égard des femmes, du pouvoir des entreprises les plus concentrées qui, dans les deux systèmes, versent des salaires relativement élevés. Cependant, certaines différences « systémiques » peuvent être mises en évidence. Elles s’expliquent tout d’abord par le modèle de croissance suivi par les économies de type soviétique qui privilégie les salariés de certaines industries lourdes (mines, sidérurgie). Finalement la justification des similitudes dégagées par l’analyse statistique ne trouve pas tant ses racines dans la convergence des conceptions du salaire selon les théories du marché et de la planification, que dans les modalités de l’organisation du travail et des politiques salariales suivies par les entreprises des deux systèmes.
