These 21 papers are a key selection of the papers presented there, with an introduction by the distinguished historian Bahru Zewde. Given the contemporary salience and the historical depth of the issue of identity, the congress was devoted to that global phenomenon within Africa. The papers explore and analyse the issue of identity in its diverse temporal settings, from its pre-colonial roots to its cotemporary manifestations. The papers are divided into six parts: Pre-Colonial Identities; Colonialism and Identity; Conceptions of the Nation-State and Identity; Identity-Based Conflicts; Migration and Acculturation; and Memory, History and Identity. The authors are scholars from Benin, Botswana, Cameroon, the Democratic Republic of Congo, Ethiopia, Mali, Nigeria, Senegal, South Africa and Zimbabwe. Bahru Zewde is Emeritus Professor of History at Addis Ababa University, Executive Director of the Forum for Social Studies, and Vice-President of the Association of African Historians. He was formerly Chairperson of the Department of History and Director of the Institute of Ethiopian Studies at Addis Ababa University. The publication is aimed at giving lawyers, scholars, students and the general public convenient access to the historic work of the ICTY, which was established pursuant to United Nations Security Council Resolution 827 in 1993 to try individuals accused of serious violations of international humanitarian law committed in the territory of the former Yugoslavia since 1991. The Judicial Reports are organized chronologically by case. Within each case, one will find the selected materials, including separate and/or dissenting opinions that may accompany a given Trial Chamber or Appeals Chamber ruling. The Judicial Reports will contribute to a greater knowledge of the judicial activities of the ICTY. Various annexes, such as various tables of cases and a table of references will facilitate the use of these volumes. Judicial Reports 1999 is still forthcoming.

Book excerpt: This publication aims to make the Venice Commission's work in the field of protection of minorities more available to the public. It includes, on the one hand, the Proposal for a European Convention on the protection of minorities, as a reply to the heartfelt need for protection of minorities at the European level. The proposal and its explanatory report appear in the first chapter of the publication. This publication includes, in addition, firstly the report on the protection of minorities at domestic law level which was drawn up within the framework of the Venice Commission and secondly the report concerning the special protection of which minorities can take advantage in States with a Federal or Regional structure. The report in question was established on the basis of replies provided by representatives of several European and non-European States to a questionnaire drawn up by the Commission; the questionnaire, together with the replies, appears in an Appendix to the report. Perusal of the replies given by representatives of different States to the same question allows for a rapid appraisal of the solutions adopted in national laws to identical problems of protection of minorities. Book excerpt: The two main themes of this selection of articles by Professor Hroch are the process of nation formation during the 19th century, especially in the case of 'smaller' European nations, i.e. those without statehood, and the social and political aspects of the transition from a pre-modern, feudal and traditional society to a modern capitalist one and the uneven pace of this change in the West and East of Europe. The author argues that we cannot study the process of nation-formation as a mere product of some nebulous 'nationalism'; we have to understand it as a part of social and cultural transformation, as a component of modernization of European societies, even though this modernization did not occur synchronically and had its regional specificities. Many of the papers focus specifically on the Czech case, but throughout there is an emphasis on comparative history.
