La validation des grands projets d’infrastructures qui est un processus complexe, qui s’étend sur plusieurs années en raison d’étapes multiples assortis de délais incompressibles constitue le sujet de la deuxième table ronde. La troisième, présente les nouveaux modes de financement des projets susceptibles d’être mobilisés en fonction du coût et de la rentabilité des infrastructures pour élaborer le financement le mieux adapté. Enfin, la quatrième table ronde évoque les choix et les financements en Europe, à travers notamment la contribution de l’Union européenne à certains grands investissements.

L’objectif de ce travail est d’expliquer comment les investissements publics ont été organisés en France depuis les cinquante dernières années. Deux modèles ont pu être dégagés : - Le premier s’appuie sur des structures bâties sur le long terme et s’achève à la fin des années 1970. L’Etat, gardien de l’intérêt général, renforce une architecture institutionnelle dans laquelle les acteurs publics et privés sont reliés autour d’une politique sectorielle. Cette organisation que l’on ne retrouve pas dans les autres pays de l’OCDE, permet de mener de grands projets d’investissements en maintenant le niveau de la dette publique à 20 % du PIB. - Le second modèle apparaît dés le début des années 1980. Afin d’intégrer la mondialisation, la France suit l’exemple des Etats-Unis en sélectionnant les investissements publics et en confiant leur responsabilité à de nombreux acteurs. Ces derniers, mal identifiés adoptent de nouvelles politiques territoriales dont les enjeux dépassent les possibilités financières des collectivités territoriales, engagées depuis 1982 dans un processus de décentralisation. A ces difficultés, s’ajoutent les nouvelles contraintes européennes liées à la protection de l’environnement. Par l’intermédiaire des projets de partenariat public-privé (PPP) les équipements publics sont devenus de puissants enjeux commerciaux qui ont une influence non négligeable sur l’augmentation de la dette publique

The PIM Reference Guide does not seek to provide definitive answers or standard guidance for the common PIM issues facing countries. Nor does it seek to provide a detailed template for replication across countries: this would be impossible given the diversity of country situations. Instead, each chapter begins with an overview of the specific reform issue, lists approaches and experiences from different countries, and summarizes the references and good practices to be considered in designing country-specific reform actions.

Le présent rapport, prolongement du Rapport sur le développement dans le monde 2019 de la Banque mondiale, aborde en conclusion d’importantes questions de politique publique qui viendront alimenter de futurs travaux de recherche permettant de guider les pays africains sur la voie d’une croissance plus inclusive.

Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.
