Book excerpt: Tower and Slab looks at the contradictory history of the modernist mass housing block - home to millions of city dwellers around the world. Few urban forms have roused as much controversy. While in the United States decades-long criticism caused the demolition of most mass housing projects for the poor, in the booming metropolises of Shanghai and Mumbai remarkably similar developments are being built for the wealthy middle class. While on the surface the modernist apartment block appears universal, it is in fact diverse in its significance and connotations as its many different cultural contexts. Florian Urban studies the history of mass housing in seven narratives: Chicago, Paris, Berlin, Brasilia, Mumbai, Moscow, and Shanghai. Investigating the complex interactions between city planning and social history, Tower and Slab shows how the modernist vision to house the masses in serial blocks succeeded in certain contexts and failed in others. Success and failure, in this respect, refers not only to the original goals – to solve the housing crisis and provide modern standards for the entire society – but equally to changing significance of the housing blocks within the respective societies and their perception by architects, politicians, and inhabitants. These differences show that design is not to blame for mass housing’s mixed record of success. The comparison of the apparently similar projects suggests that triumph or disaster does not depend on a single variable but rather on a complex formula that includes not only form, but also social composition, location within the city, effective maintenance, and a variety of cultural, social, and political factors.

These stories have become pressing in the aftermath of the recent wave of terrorist attacks in France. The French banlieues are some of the most prominent and infamous examples of urban neighborhoods affected by vandalism, rioting, criminality and chronic poverty. Based on extensive ethnographic research, the book explores the making of the French suburban crisis as constituted both externally (by state actors) and internally, by young people at the street corner. It reveals how the French state’s understanding of banlieue violence, and subsequent policy measures, contribute to the creation and hardening of boundaries between "us" and "them". The book takes the reader on a journey from the city center of Paris to the heart of neighborhood 4000sud. It unveils how young suburban residents try to cope simultaneously with the negative images imposed on them from the outside, and the disciplinary expectations of their peers on the street. In search for identity and dignity they navigate life through diverging strategies: they escape the neighborhood, contest stereotypical images through (violent) protest, or confirm and act out the image of "gangster from the ghetto". Drawing on Urban Sociology, Human Geography, and Cultural Anthropology, this book offers new analytical vocabularies to understand the connections between place-making processes, social identity dynamics and violent performances. The first part of the book examines the scale of transformation, showing how architecture and urbanism both served the cause of modernisation and shaped the identity of the new France. Mainstream modernism was co-opted to the service of the state, from major public buildings to Gaullist plans for the transformation of Paris to establish the city as the ‘capital’ of Europe. By contrast, the second part of the book explores the critique of state-sponsored modernisation by radical architects from Le Corbusier to the young Turks of the 1960s such as Georges Candilis and the students who attacked the banality of mainstream modernism and its inability to address the growing problems of France’s cities. Following May 1968, the Beaux-Arts was closed, the Grand Prix de Rome, symbol of the old order, abolished – for a while the establishment might continue as before, but progressive architecture was set on a new course. Beautifully illustrated and written to be accessible to all, the book sets the discussion of architecture and urbanism in its social, political and economic contexts. As such, it will appeal both to students and scholars of the history of architecture and urbanism and to those with a wider interest in France’s post-war history.

Paris Under Construction explores the social, political and cultural responses to construction work and urban transformation in the Paris metropolitan region during the 1960s. This examination of a decade of intensive building work considers the ways in which the experience of construction was mediated, produced and reproduced through a range of complex and sometimes contradictory representations. The building sites that produced the new Paris are no longer visible, and were perhaps never intended to be seen, yet different groups closely observed and recorded construction, giving it meanings that went beyond specific building activities. The research draws extensively on French newspaper, television and radio archives, and delves into rarely examined trade union material. Communist Party leader Josip Broz Tito saw this as a golden opportunity to recreate the city through his own vision of socialism. In Designing Tito's Capital, Brigitte Le Normand analyzes the unprecedented planning process called for by the new leader, and the determination of planners to create an urban environment that would benefit all citizens. Led first by architect Nikola Dobrovic and later by Milos Somborski, planners blended the predominant school of European modernism and the socialist principles of efficient construction and space usage to produce a model for housing, green space, and working environments for the masses. A major influence was modernist Le Corbusier and his Athens Charter published in 1943, which called for the total reconstruction of European cities, transforming them into compact and verdant vertical cities unfettered by slumlords, private interests, and traffic congestion. As Yugoslavia transitioned toward self-management and market socialism, the functionalist district of New Belgrade and its modern living were lauded as the model city of socialist man. The glow of the utopian ideal would fade by the 1960s, when market socialism had raised expectations for living standards and the government was eager for inhabitants to finance their own housing. By 1972, a new master plan emerged under Aleksandar Dordevic, fashioned with the assistance of American experts. Espousing current theories about systems and rational process planning and using cutting edge computer technology, the new plan left behind the dream for a functionalist Belgrade and instead focused on managing growth trends. While the public resisted aspects of the new planning approach that seemed contrary to socialist values, it embraced the idea of a decentralized city connected by mass transit. Through extensive archival research and personal interviews with participants in the planning process, Le Normand's comprehensive study documents the evolution of 'New Belgrade' and its adoption and ultimate rejection of modernist principles, while also situating it within larger continental and global contexts of politics, economics, and urban planning.

In mid-twentieth century France, the term "social space" ( l'espace social)--the idea that spatial form and social life are inextricably linked--emerged in a variety of social science disciplines. Taken up by the French New Left, it also came to inform the practice of urban planning. In The View from Above, Jeanne Haffner traces the evolution of the science of social space from the interwar period to the 1970s, illuminating in particular the role of aerial photography in this new way of conceptualizing socio-spatial relations. As early as the 1930s, the view from above served for Marcel Griaule and other anthropologists as a means of connecting the social and the spatial. Just a few decades later, the Marxist urban sociologist Henri Lefebvre called the perspective enabled by aerial photography--a technique closely associated with the French colonial state and military--"the space of state control." Lefebvre and others nevertheless used the notion of social space to recast the problem of massive modernist housing projects (grands ensembles) to encompass the modern suburb (banlieue) itself--a critique that has contemporary resonance in light of the banlieue riots of 2005 and 2007. Haffner shows how such "views" permitted new ways of conceptualizing the old problem of housing to emerge. She also points to broader issues, including the influence of the colonies on the metropole, the application of sociological expertise to the study of the built environment, and the development of a spatially oriented critique of capitalism.
