[...] En octobre 2008, le Groupe de travail international a établi avec l'aide du FMI un ensemble non contraignant de principes et de pratiques généralement acceptés (PPGA) dits « Principes de Santiago ». Ces principes, au nombre de 24, portent sur des questions clés, comme la séparation des intérêts politiques de la gestion des fonds souverains.

Par contre, de nouveaux acteurs de poids, les Fonds Souverains, capables de mobiliser 4 000 milliards de dollars pourraient relever le challenge, et ce d'autant plus que les dix plus importants d'entre eux, contrôlent 90 % de ces 4 000 milliards. Certes, la crise financière ne les ont pas laissés indifférents, mais, malgré, de lourdes pertes financières enregistrées par un certain nombre d'entre eux, dans leur participation au sauvetage des institutions monétaires et financières, leur puissance n'en n'a pas été pour autant altérée, bien au contraire. C'est pourquoi ils apparaissent tantôt arrangeants, lorsqu'ils volent au secours des banques, tantôt dérangeants, lorsqu'ils font état de leurs richesses. En fait, ils ne sont jamais totalement arrangeants ou totalement dérangeants. Mais à un monde industriel en pleine crise, à la recherche de liquidités dont justement ils disposent, ils apparaissent insolents. Fonds peu ordinaires, les fonds souverains doivent leur existence à une double anomalie. La première concerne l'inégale répartition planétaire des ressources naturelles. Un développement économique planétaire à plusieurs vitesses caractérise la seconde. L'analyse de leurs stratégies montre que mis à part les fonds chinois, les critères managériaux l'emportent sur tout autre critère. C'est peut-être pour ceux qui en sont dépourvus, ce qu'il y a de plus dérangeant.

The research has been developed during my PhD in Political Science – International Cooperation curricula – that I have recently completed at Sapienza University of Rome under the supervision of prof. Roberto Pasca di Magliano. In particular, the analysis is going to investigate into the characteristics that differentiate SWF from other large investors in the adoption of responsible investment guidelines by also presenting some SWF that have already undertaken that direction. L’exploitation minière en Afrique †“ Les communautés locales en tirent-elles parti ? examine comment l’exploitation aurifère à grande échelle dans trois pays †“ le Ghana, le Mali et la Tanzanie †“ affecte les moyens de subsistance et les communautés locales. L’analyse et les résultats des auteurs concluent qu’en moyenne, les communautés minières bénéficient d’avantages sociaux positifs bien que limités. L’étude définit trois grands canaux †“ marché, fiscal et environnemental †“ pouvant affecter les localités. Les auteurs appliquent ce cadre d’analyse à l’exploitation aurifère à grande échelle dans les trois pays de l’étude et ils utilisent des méthodes économétriques solides pour évaluer ces effets au niveau local. Si le défi de l’extraction des ressources naturelles est traité dans toutes ses dimensions, des pistes pour une prospérité partagée et une meilleure égalité peuvent être ouvertes, créant ainsi une vie meilleure pour les familles et améliorant les perspectives des pays dans lesquels elles vivent. Book excerpt: Sovereign Wealth Funds (SWFs) - state investment vehicles based on balance of payment surpluses - have come increasingly under the scrutiny of public opinion over the past decade. Their remarkable investments in developed economies have also attracted the attention of politicians, academics and financial operators. At first ignored, then seen as a cause for concern, they finally came to be viewed as stabilising agents amid the troubles of the 2007-2009 financial tsunami. Having sponsored the bailouts of some significant Western banks, SWFs underwent a phase of retrenchment concomitant with the shrinking of economic growth, the bursting of financial and real-estate bubbles and the emphasis on refocusing liquidity on domestic markets that followed in the wake of the crisis. Since the second half of 2009, however, SWFs have adjusted targets and strategies to the new financial paradigm and re-engaged in the global economy, proving to be major players in the international financial markets.
