L'étude comprend neuf critères d'analyse, dont l'organisation territoriale, y compris les structures déconcentrées de l'État et les structures décentralisées ; les approches de la décentralisation et leur programmation ; l'ancrage institutionnel des communes dans les constitutions, notamment en terme de la libre administration et de l'autonomie financière ; le poids des communes dans l'ensemble de l'État ; le paysage des impôts et taxes attribués aux communes ; la collecte des impôts et des taxes ; les transferts pour le fonctionnement et l'investissement, et y compris les fonds spécialisés ; et enfin l'emprunt des communes et leur accès aux marchés financiers. L'étude comparative a été élaborée à base des informations secondaires sur les finances locales dans dix-huit pays de l'Afrique francophone subsaharienne.

Pour finalement proposer des pistes de solutions afin d'améliorer la mobilisation de ses ressources.

Elles concernent également les opérations budgétaires et, d'une certaine manière, la fiscalité. Cependant, il ressort une différence quant à la structure de la fiscalité locale entre le Gabon et les autres pays. Elle se présente sous une forme globale au Gabon alors qu'elle est spécialisée par niveau de décentralisation dans les autres pays. Cette antinomie est également observable dans l'exécution des transferts financiers de l'État aux collectivités territoriales. Une perspective dans laquelle s'inscrivent aussi les ressources extérieures des collectivités territoriales qui sont quasi inexistantes au Gabon alors qu'elles sont abondantes et en croissance dans les autres pays. En revanche, les contrôles exercés par l'État sur les financements des collectivités territoriales présentent une fois de plus les mêmes caractéristiques. À travers cette étude comparative en Afrique francophone, Ladislas Nze Bekale présente la structure des ressources financières des collectivités territoriales des pays d'Afrique francophone, au prisme de cinq États (Bénin, Burkina Faso, Mali, Gabon et Sénégal).

Book excerpt: This volume addresses the issues of financing urban growth of the African continent -- which has the highest urban growth rate on the planet -- in the next decades. Considerable investment will be needed to sustain this level of growth and to clear up accumulated backlogs. At the same time, decentralization has resulted in increased responsibilities for local government; but in most cases, institutional reforms were carried out without the transfer of a sufficient level of resources, and local capacities in governance and project management are weak. Which mechanisms will finance these extensive needs, and how will African local governments meet these needs? Specifics on how to finance African cities have not been studied. The actual scale of this market has not been fully grasped. A systemic approach to this market is difficult because of its diversity (country size; institutional context; characteristics of urban network; availability of capital market, currency, etc.) and a lack of data. Donors’ assistance methods in the sector are disparate, marked by disputes between different schools of thought; special-purpose vehicles created by donors operate according to a variety of methods and with wide-ranging and sparsely disseminated results. What is the best way to transform these systems, often antiquated in many respects, into modern financing systems that facilitate access to domestic markets, mobilize local savings and reinforce local government autonomy? There is no single answer to this question in regard to such a variety of institutional and economic contexts. The main objective of the study is to clarify the debates and to enlighten the choices of African decision-makers at local and national level.
