Book excerpt: Depuis la fin des années 70, les Institutions européennes ont pris de nombreuses initiatives visant à défendre les droits de l'homme dans les Etats tiers. Ces initiatives sont à resituer dans le cadre d'une politique extérieure spécifique dont le but est, par-delà l'humanitaire, le développement de l'influence internationale de la Communauté. En tant qu'entité dérivée de la volonté des Etats, la Communauté ne peut théoriquement agir que sur l'habilitation de ceux-ci, inscrite dans le droit. Or, une telle habilitation est inexistante. Les acteurs ont donc dû créer les conditions juridiques et politiques d'une action communautaire. En ce sens, la politique des droits de l'homme a acquis le statut de politique communautaire parce que les Institutions l'affirment comme telle, parce qu'elles déclarent trouver dans la Constitution européenne la volonté qu'il en soit ainsi, parce qu'elles agissent dans le cadre de procédures mises en place sur la base des Traités, et parce que, concrètement, elle existe. Il n'y a pas là seulement une politique spécifique, mais aussi un principe directeur de l'ensemble des politiques extérieures européennes : il est entendu que toute forme de relation avec les tiers est soumise au respect des droits de l'homme par ceux-ci. C'est précisément dans son expression extérieure que résident ses traits principaux. C'est d'abord un projet d'influence global, sur la situation des droits de l'homme bien sûr, mais aussi sur les choix politiques et économiques fondamentaux dans les Etats tiers. C'est ensuite un projet qui a réussi, ayant triomphé de toutes les contraintes et obstacles extérieurs

Book excerpt: Looking at decolonization in the conditional tense, this volume teases out the complex and uncertain ends of British and French empire in Africa during the period of ‘late colonial shift’ after 1945. Rather than view decolonization as an inevitable process, the contributors together explore the crucial historical moments in which change was negotiated, compromises were made, and debates were staged. Three core themes guide the analysis: development, contingency and entanglement. The chapters consider the ways in which decolonization was governed and moderated by concerns about development and profit. A complementary focus on contingency allows deeper consideration of how colonial powers planned for ‘colonial futures’, and how divergent voices greeted the end of empire. Book excerpt: The Violence of Modernity turns to Charles Baudelaire, one of the most canonical figures of literary modernism, in order to reclaim an aesthetic legacy for ethical inquiry and historical critique. Works of modern literature are commonly theorized as symptomatic responses to the trauma of history. In a climate that tends to privilege crisis over critique, Debarati Sanyal argues that it is urgent to rethink literary experience in terms that recall its contestatory potential. Examining Baudelaire's poems afresh, she shifts the focus of critical attention toward an account of modernism as an active engagement with violence, specifically the violence of history in nineteenth-century France. Sanyal analyzes a literary current that uses the traditional hallmarks of modernism—irony, intertextuality, self-reflexivity, and formalism—to challenge the historical violence of modernity. Baudelaire and the committed ironists writing in his wake teach us how to read and resist the violence of history, and thereby to challenge the melancholy tenor of our contemporary "wound culture." In a series of provocative readings, Sanyal presents Baudelaire's poetry as an aesthetic form that contests historical violence through rhetorical strategies of complicity, counterviolence, and critique. The book develops a new account of Baudelaire's significance as a modernist by dislodging him both from his traditional status as a practitioner of "art for art's sake" and from his more recent incarnation as the poet of trauma. Following her extended analysis of Baudelaire's poetry, Sanyal in later chapters considers a number of authors influenced by his strategies—including Rachilde, Virginie Despentes, Albert Camus, and Jean-Paul Sartre—to examine the relevance of their interventions for our current climate of trauma and terror. The result is a study that underscores how Baudelaire's legacy continues to energize literary engagements with the violence of modernity.

Organized by the REHSEIS group (Research on Epistemology and History of Exact Sciences and Scientific Institutions) of CNRS (National Center for Scientific Research), the colloquium was held from 3 to 6 April 1990 in the UNESCO building in Paris. This colloquium was an idea of Professor Roshdi Rashed who initiated this field of studies in France some years ago, and proposed "Sciences and Empires" as one of the main research programmes for the The project to organize such a colloquium was a bit REHSEIS group. of a gamble. Its subject, reflected in the title "Sciences and Empires", is not a currently-accepted sub-discipline of the history of science; rather, it refers to a set of questions which found autonomy only recently. The terminology was strongly debated by the participants and, as is frequently suggested in this book, awaits fuller clarification.

The author brings to them not only his background of academic distinction, but his experience as a practitioner concerned with major international legal issues. The rule of law in international affairs is a question of perennial concern but it is of greater moment these days for a number of reasons. The active agenda of the Security Council and its relative solidarity creates a paradox. Its increased political power is a source of hope but the modalities of the exercise of power present problems of principle and of legal concern. Another area of concern is the International Court, which has had a successful record since the early eighties and provides one of the guarantees of the maintenance of legality. Recent successes of the Court include the effective resolution of the territorial dispute between Chad and Libya. The general level of compliance with its decisions by States is impressive. Yet its success is matched not by encouragement and enhancement of its facilities but by United Nations financial constraints which hinder its work and, ultimately, may threaten its independence in relation to the political organs of the United Nations.
