Book excerpt: The reprint of Henri Savall’s classic Work and People, originally published in French in 1974, is part of the Research in Management Consulting series effort to look backward as well as forward in examining trends, perspectives, and insights – especially from different countries and cultures – into the world of management consulting. Savall’s insights into the complexity of organizational life were groundbreaking, articulating the need to examine both economic and social factors as part of the same analysis, assessing technical and behavioral patterns through the lens of an integrated framework. As he has argued, there is a double-loop interaction between “the quality of functioning and economic performance,” and underestimating this socio-economic “tension” leads inevitably to reduced performance and losses, which he refers to as “hidden costs.” This approach, referred to as the socio-economic approach to management (SEAM), has significant potential for our thinking about organizational diagnosis and intervention. As Savall emphasizes, the North American tendency to cast people as human “resources” misses the essential point that human beings cannot be considered as simply another resource at the organization’s disposal. People are free to give or withhold their energy as they desire, depending on the quality of formal and informal contracts and interactions they have with their organizations. As such, the SEAM approach focuses on human “potential,” underscoring the need for managers and their organizations to create the conditions under which people will want to maximize their talents on behalf of the organization. Work and People focuses on the ramifications of this reality, as dysfunctions – the difference between planned and emergent activities and functions – can quickly lead to a series of costs that are “hidden” from an organization’s formal information systems (e.g., income statements, balance sheets, budgets). As his insightful work underscores, as organizations begin to accumulate dysfunction upon dysfunction, they inadvertently undermine their performance and create excessive operating costs, with lower productivity and less efficiency than they could achieve. As readers will discover, the frameworks, tools and ways of thinking about organizations, people and management in this volume – in essence the background to the socio-economic approach to organizational diagnosis and intervention – continue to hold great promise for our attempts to create truly integrative approaches to management and organizational improvement efforts.

Book excerpt: Workers and Communists in France analyzes the relationship between the Parti Communiste Français (PCF) and Confédération Générale du Travail (CGT), France’s largest and most influential trade union organization. All trade union movements in advanced capitalist societies have had to develop mechanisms to achieve their goals within the labor market and the political realm. The nature of such mechanisms varies dramatically from society to society. George Ross examines a trade union movement whose philosophy and actions are derived from the political and organizational perspectives of the Communist Third International tradition. Workers and Communists in France submits the modern history of the relationship between the PCF and the CGT to the complex test of a cost-benefit analysis. How well has the linkage between party and trade union worked for French Communism, for French workers, for the French left, and for French society? Since World War II, the ties between the PDF and the CGT have enabled them to promote and perpetuate sharp notions of class and class conflict among French workers and French society in general. The CGT has been the central agency through which French Communism has shaped debate about the nature of French society, a debate with profound effects on the structure of French politics and intellectual life. On the other hand, the basic contradiction between the Communist Party’s desire to use the CGT for partisan purposes and the CGT’s need to generate mass support has never been resolved. This failure may have followed from the very structure of the relationship between the PCF and the CGT, as well as from consistently inappropriate strategic calculations by the PCF. Ross concludes that the Communist Third International's concept of the link between party and trade union is becoming obsolete. The future of Communism in France may well depend, therefore, on a reappraisal of the party’s relationship with organized labor. No, Meg Leta Jones explains in The Character of Consent, rather than promote functionality, privacy, and decentralization, cookie technology has instead made the internet invasive, limited, and clunky. In this eye-opening book, Jones tells the little-known story of this broken consent arrangement, tracing it back to the major transnational conflicts around digital consent over the last twenty-five years. What she finds is that the policy controversy is not, in fact, an information crisis—it’s an identity crisis. Instead of asking how people consent, Jones asks who exactly is consenting and to what. Packed into those cookie pop-ups, she explains, are three distinct areas of law with three different characters who can consent. Within (mainly European) data protection law, the data subject consents. Within communication privacy law, the user consents. And within consumer protection law, the privacy consumer consents. These areas of law have very different histories, motivations, institutional structures, expertise, and strategies, so consent—and the characters who can consent—plays a unique role in those areas of law.
