Le premier a trait à la remise en question, dès la fin des années soixante, des politiques occidentales de développement au Sud. Le second exprime des craintes quant à l’impact de l’activité humaine sur l’environnement naturel. Tous deux proposent une même critique du modèle de développement compris comme croissance économique libérale: afin de tenir ses promesses, le développement économique doit aller de pair avec un souci de justice sociale globale et avec une préoccupation forte pour l’environnement naturel dans lequel tout développement humain prend place. C’est précisément cette triple contrainte que le concept de développement durable exprime et tente de faire coexister. Après vingt ans de réflexion et de projets, il apparaît que les trois exigences du développement durable ne peuvent être satisfaites également et simultanément. Au programme unifié, mais idéalisé, se substituent, dans les faits, des stratégies plus spécifiques selon les priorités accordées aux trois objectifs du développement durable. Le véritable débat concerne les stratégies les plus adéquates pour concilier nos différentes intuitions relatives au développement économique, au respect de notre environnement naturel et à la justice sociale. Ainsi, à l’heure où le projet ambitieux du développement durable est affaibli par son flou sémantique mais aussi par la multiplicité de ses acteurs, aux orientations et desseins parfois incompatibles, ce livre propose des éléments d’analyse critique de différentes stratégies de développement durable et vise à cerner les enjeux majeurs d’un projet qui, malgré ses imperfections et ses contradictions, garde toute sa légitimité d’être, et d’être pensé. Cette exploitation des ressources naturelles devrait donc permettre l'amélioration du bien-être des générations présentes sans compromettre la possibilité pour les générations futuresd'améliorer le leur. Ainsi, les ressources naturelles devraient être exploitées de telle sorte que le patrimoine représenté par l'environnement ne soit pas altéré et que les populations vivant grâce aux ressources naturelles voient leurs conditions d'existence s'améliorer aujourd'hui et dans le futur. Le développement durable est donc la voie qui doit guider les stratégies de développement des pays de l'Afrique Subsaharienne qui sont généreusement dotées en ressources naturelles. Celui-ci en effet revêt une triple dimension, à savoir économique, sociale et écologique. Il est donc important d'examiner la relation entre ressources naturelles et développement durable, car en effet les ressources naturelles doivent permettre aux populations de connaître un développement durable. Si certains pays, bien que pourvus en ressources naturelles n'ont pas apporté des conditions d'existence meilleures à la population par le passé, de par l'observation des indicateurs de développement qui sont faibles, pour le futur, il est important de renverser la tendance. C'est à ce titre que les stratégies doivent être mobilisées en Afrique Subsaharienne. L'examen du cas de certains pays généreusement dotés en ressources naturelles montre que celles-ci devraient être une source de croissanceendogène pour envisager un développement durable. Dès lors, la bonne gouvernance, la meilleure répartition des recettes issues des ressources naturelles et l'apport de partenaires extérieurs sont importants. L'Union Européenne en tant que partenaire et bailleur de fonds a un rôle à jouer pour que les économies de l'Afrique au sud du Sahara se mettent sur le sentier du développement durable, à partir de leur atout qui réside en la possession de ressources naturelles. A ce titre la coopération financière entre autre doit donner de meilleurs résultats, afin que l'on puisse établir une relation entre financement et développement durable en Afrique Subsaharienne.
