Book excerpt: The governance and evaluation of ‘megaprojects’ – that is, large-scale, complex, high-stakes infrastructure projects usually commissioned by governments and delivered through partnerships between public and private organisations – is receiving increased attention. However, megaproject evaluation has hitherto largely adopted a linear-rationalist perspective to explain the frequent failure of such projects to meet the ‘iron triangle’ of performance criteria: delivering on time, within budget, and according to specifications. This approach recommends greater control and accountability to remedy megaproject ‘pathologies’. Drawing on empirical examples mainly from the transport sector and radioactive waste disposal, this book offers new perspectives to megaproject evaluation. Comprising contributions from leading experts in project evaluation and appraisal, this collection opens up new avenues by suggesting two ways of improving megaproject evaluation: 1) approaches that go beyond the dominant linearrationalist notion of policy processes, and emphasise instead the objective of opening up appraisal processes in order to enhance learning and reflexivity; and 2) approaches that extend evaluative criteria beyond the ‘iron triangle’, to cover the various socioeconomic impacts and preconditions for project success. This volume will be of great relevance to scholars and practitioners with an interest in megaprojects, energy and climate policy, radioactive waste management, urban design, and project planning and management.

Book excerpt: This SpringerBrief brings together a series of studies that delve into the details of French and Israeli green building practices and tell a tale of two countries which deviates considerably from what first impressions might suggest. In-depth data analysis, interviews with stakeholders, and on-the-ground documentation are used to paint a portrait of green neighborhoods in both large and small cities, and to shed light on the diversity of outcomes and the intricate web of interests leading to each one. In the Israeli cases, these dynamics reflect the fact that the private sector has become increasingly dominant in the residential building field, following a decades-long process in which the welfare state has shrunk, and the government has distanced itself from large social programs.The French solution to this dilemma is to mandate the inclusion of subsidized housing within its ecoquartiers, with the declared aim of promoting a diverse 'social mix' of population. Green building has yet to prove itself as a solution for the masses. The sale price of an apartment in a certified green building is significantly higher than what would be justified by either the additional construction costs required to build it, or the energy and water saving potential that can be realized by using it. The tale of two countries presented here suggests that neither the mechanisms of the market nor the proclamations of a welfare state can easily overcome this dilemma. What is needed is a new type of thinking, which can only emerge once the concept of "value" reflects not only the realities of a free-market economy, but also those of a planet which turns out to be distinctly limited in its resources.

This paper identifies areas where there is scope for increasing expenditure efficiency, with a view to achieving higher quality and more sustainable fiscal consolidation. The methodology is based on a triple benchmarking. First, the level of public expenditure in different categories is compared to other European countries. Second, the impact of spending is assessed against other European countries. Third, the input mix is analyzed to understand what components are responsible for the level of spending and for the quality of outcomes This is done for various categories of spending and policies. Based on these results, the paper then provides policy options for expenditure reform in each of these areas, drawing on successful reform episodes in other countries.

Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. The knowledge collected in this book will benefit policy makers, researchers, as well as other stakeholders.
