Europe and Turkey, The West and the Balkans, are infinitely exploitable symbols. Any symbol, inherently polysemic and socially construed, is continuously contested and negotiated. The image of ‘the Turk’ as a ruthless plunderer is still vivid in European collective memory. Although it occasionally still verges on ethnic mythology, it clearly belongs to a past where, along with the plague and famine, this name used to be mentioned in prayers more frequently than that of God itself. In the past, the name ‘Turk’ implied the negative of the European self-image. ‘The Turk,’ assuming the role of the ‘defining other,’ was considered as everything a European was not (primitive, barbarian, savage vs. civilised). As such, this concept was one of the constitutive elements of European (Western) cultural identity. The aim of this book is nothing less than a better understanding of the European past related to the Ottomans. An intellectual traveller who takes his Orient Express at Victoria, however, will have to get off somewhere half-way and spend some time in the part of Europe set between the Alps and the Adriatic before ending his journey in Istanbul.

L'Europe est inachevée, aussi, parce que, au-delà des adhésions annoncées de la Bulgarie et de la Roumanie, puis de la Croatie, la question du sud-est européen reste posée comme l'est celle de la vocation de la Turquie à rejoindre ou non l'Union. L'Europe est encore inachevée en tant que projet. Europe des patries, Europe fédérale, confédérale, des régions, des peuples ? En bref, quelle Europe, aujourd'hui qu'il n'est plus censé exister une « Autre Europe » ? Inachevée sans aucun doute, l'Europe est à inventer ou mieux, à réinventer. Et cet inachèvement même réclame sans doute une pédagogie qui ne soit ni celle de l'apologie sans discernement ni celle de la critique aveugle.

Book excerpt: The Treaty of Rome makes no mention of the Mediterranean basin as such, inc1udes not a single provision for the defining of specific relations with that region as a whole. There are only, as a hang-over from the French and Italian colonialist past, certain Dec1arations, in the Appendices, regard ing a possible association of Tunis, Morocco, Libya with the new under taking. And, of course, there is Artic1e 113 prescribing, at the end of the Community's transition period, the common trade policy - plus the Artic1e (238) giving blanket authorisation for association agreements. These legal prescriptions were duly implemented in the Association Agreements with Greece (1961) and Turkey (1963) and have supplied the basis for bilateral instruments in respect of other Mediterranean lands - ad hoc, pragmatic ar rangements. In the circumstances the Community could scarcely have proceeded otherwise. Yet the outlines of a European economic policy with regard to the countries of the Mediterranean basin were there from the beginning -limited, however, over the years by the internal development of the Community itself. One is reminded in this connection of sundry invoca tions by European and Mediterranean personalities and members of the European Commission - and, specifically, of a Memorandum presented by Italy to the Council of Ministers in 1964.
