Prosperity, social justice, and welfare are now seen to depend on the creation of a 'high skilled' workforce. This international consensus around high skills has led recent American presidents to claim themselves 'education presidents' and in Britain, Tony Blair has announced that 'talent is 21st-century wealth'. This view of knowledge-driven capitalism has led all the developed economies to increase numbers of highly-trained people in preparation for technical, professional, and managerial employment. But it also harbours the view that what we regard as a 'skilled' worker is being transformed. The pace of technological innovation, corporate restructuring, and the changing nature of work require a new configuration of skills described in the language of creativity, teamwork, employability, self-management, and lifelong learning. But is this optimistic account of a future of high-skilled work for all justified? This book draws on the findings of a major international comparative study of national routes to a 'high skills' economy in Britain, Germany, Japan, Singapore, South Korea, and the United States, and includes data from interviews with over 250 key stakeholders. Elles manifestent à la fois une réelle continuit頗 symptôme de l’existence d’une véritable politique de la transition professionnelle — et de fréquentes réorientations. Le dispositif d’insertion des 16-18 ans, mis en place en 1982, semble occuper une place privilégiée — et relativement originale — dans la mesure où il focalise son intervention sur les catégories les plus démunies de la jeunesse, et insiste prioritairement sur la formation. Les questions qu’il pose sont pourtant celles de tous les dispositifs jeunes : quels jeunes sont touchés ? ; quelle formation et quelles incidences auprès des jeunes ? ; des innovations ? ; comment s’opère l’alternance dans les entreprises ? ; qui prend en charge les formations, qui les organise et comment ? stages parking ou réels moyens d’accès à l’emploi ? L’éclairage de ces questions est ici entrepris dans une double perspective. Un regard socio-économique privilégiant les questions sur l’emploi, la qualification, les rapports au système productif, les logiques des acteurs et le fonctionnement des institutions. Un point de vue évaluateur plaçant le dispositif étudié dans l’évolution des politiques d’insertion, et en référence aux problématiques sur la transition professionnelle.
