Pour comprendre les raisons d'un tel paradoxe, cet ouvrage analyse l'évolution des rapports à l'Etat d'une quinzaine de banques centrales, représentatives de la diversité de ces institutions à travers le monde vieilles banques d'émission dont la genèse remonte à l'Ancien Régime, banques nationales créées avec la vague nationaliste de la fin du XIXe siècle, banques centrales d'émission nées de la disparition des empires après la première guerre mondiale, instituts d'émission nationalisés constitués après la seconde guerre mondiale ou avec la décolonisation, banques centrales nationales, enfin, (re)fondées avec la fin de la guerre froide et la marche vers l'unification monétaire de l'Europe. Deux traits communs ressortent de ces histoires croisées : l'ambivalence fondamentale des banques centrales situées à la zone frontière entre l'Etat-nation et le marché global, et leurs fonctions de stabilisation monétaire et financière qui en font des acteurs clés de régulation de la mondialisation.

Book excerpt: This book provides historical, theoretical, and biographical perspectives on two giants of contemporary economics, Jacques Rueff (1896-1978) and John Maynard Keynes (1883-1946). The former French bureaucrat and academician championed classical economics; the latter British economist founded macro-economics criticizing the classical school. Depending upon archival sources, including personal correspondences between the above two figures, the book describes furious debates between them and surrounding them. In fact, the two economists proposed contrasting diagnosis over almost every event in contemporary world economy: the reparations problem, the Great Depression, the gold exchange standard, and the Bretton Wood System. Keynes appraised managed currency to cope with unemployment, criticizing the classical gold standard; Rueff believed the function of market mechanism, blaming the state intervention. The book highlights deep influence of Rueff, rather larger than Keynes, in Europe before and after WWII. The perspective of the book reaches today’s economic issues. The classical view of Rueff was shared in Mont Pelerin Society, a cradle of neo-liberalism. Rueff’s market-friendly view paved way to the neo-liberal reforms which took place after the 1980s. The classical market theory of Rueff, together with dialogues with the labor unions, prepared the social background of the European Union. This book thus reveals the truth of liberal economy, from the 20th to 21st centuries.

Book excerpt: It is common wisdom that central banks in the postwar (1945–1970s) period were passive bureaucracies constrained by fixed-exchange rates and inflationist fiscal policies. This view is mostly retrospective and informed by US and UK experiences. This book tells a different story. Eric Monnet shows that the Banque de France was at the heart of the postwar financial system and economic planning, and that it contributed to economic growth by both stabilizing inflation and fostering direct lending to priority economic activities. Credit was institutionalized as a social and economic objective. Monetary policy and credit controls were conflated. He then broadens his analysis to other European countries and sheds light on the evolution of central banks and credit policy before the Monetary Union. This new understanding has important ramifications for today, since many emerging markets have central bank policies that are similar to Western Europe's in the decades of high growth.
