This book defines less-favored agricultural areas as those places where there is limited agricultural development, of different sizes and economic and social importance. These areas are also defined as suffering serious deterioration of the natural environment and of economic and social activities. This book then presents country reports covering problem areas in Austria, Belgium, Czechoslovakia, Finland, France, and Germany. In reviewing each of these countries, and other countries as well, the text presents each government's objectives concerning the rural areas, the actual strategies and policies pursued by the state, and the problems encountered when implementing these policies. This text also gives the methodologies used in evaluating these programs. This book can prove useful for government officials and ministries dealing with the agricultural sector, heads of volunteer organizations dealing with countryside development, and academicians in political science and developmental planning.

Book excerpt: Sustainable agrocolture and food security are of particular concern for the countries of the Middle East and North Africa (MENA) region, and represent one of the biggest challenges facing the area. As a consequence of the region’s heavy reliance on food imports, the sharp increase in food prices since 2007 and the consequent world food crisis has had macro-economic problems (inflation, trade deficits, fiscal pressure), increased poverty and political instability. This challenge, coupled with the consequences of environmental degradation, water scarcity, urbanization and climate stress, call for the urgent development of sustainable agriculture has mostly been ignored in Euro-Mediterranean relations, due to strong opposition from the EU. However, academics and policymakers have increasingly acknowlendged that agriculture that needs to be placed at the core of Euro-Mediterranean regional cooperation. Given the sensitiveness and strategic importance of agriculture for both shores of the Mediterranean, the IAI and the OCP Policy Center jointly organized a two-day conference in Rabat on November 20-21, 2014, to discuss food security and agriculture challeges in the framework of Euro-Mediterranean relations. The present colume collects the updated and revised versions of the twelve papers that were discussed in that meeting.

Book excerpt: As the world approaches the 2015 deadline for achieving the Millennium Development Goals (MDGs), which include a goal of reducing the proportion of hungry people by half, the 2010 Global Hunger Index (GHI) offers a useful multidimensional overview of global hunger. The 2010 GHI is the fifth in an annual series that records the state of global, regional, and national hunger. The 2010 GHI shows some improvement over the 1990 GHI, falling by almost one-quarter, but overall the index for hunger in the world remains at a level characterized as serious. The GHI captures three dimensions of hunger: insufficient availability of calories, shortfalls in the nutritional status of children, and child mortality. Accordingly, the Index includes the following three equally weighted indicators: the proportion of people who are undernourished, as estimated by the Food and Agriculture Organization of the United Nations (FAO); the prevalence of underweight in children under the age of five, as compiled by the World Health Organization (WHO); and the under-five mortality rate, as reported by the United Nations Children's Fund (UNICEF). The 2010 Index reflects data from 2003 to 2008, the most recent global data available on the three GHI components.

In addition policy makers now have to deal not only with the productive functions of agriculture but also the sector's contribution to economic development and the management of natural resources. To help decision making in this complex situation, there is a need to analyse in depth the processes leading to spatial diversity in the structure and dynamics of agriculture in the EU and to build appropriate tools for this analysis. This book marks a step in this direction. It brings together the research work of a group of scientists from diverse backgrounds (agronomy, ecology, economics, geography, political science, soil science) who shared these concerns. To have a common framework of analysis, a multidisciplinary regionalised database (AGRIREG) has been built. The various components of this database, which integrates several European databases (regional socio-economic data, farm structures, agricultural subsidies, soil capability), are described, and the potentialities and limits of applying it to the empirical analysis of regional agricultural adjustment patterns and processes within the EU are discussed.
