Book excerpt: Young people account for a large percentage of the rural population, and are often unemployed or underemployed, despite the need for labour force in agriculture. Rural youth face many hurdles in trying to earn a livelihood. They do not perceive agriculture as a remunerative or prestigious profession, and until they find meaningful economic opportunities and attractive environments in rural areas, they will continue to migrate to cities. This trend not only contributes to the emerging phenomenon of over-urbanization and growing unemployment in urban areas, but is also expected to affect global food production. Investing in young people living in rural areas is therefore key to enhancing agricultural productivity, boosting rural economies and ensuring food security. This publication provides real life examples on how to re-engage youth in agriculture. It shows how tailor-made educational programmes can provide rural youth with the skills and insights needed to engage in farming and adopt environmentally friendly production methods. Many of the initiatives and approaches reported in this study originate from the youth themselves. The following study was a joint undertaking of the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD) and the Technical Centre for Agricultural and Rural Cooperation (CTA).

L'étude vise ainsi à déterminer l'importance de la localisation rurale dans l'attribution des droits aux exploitations agricoles. À l'analyse, le lecteur verra que la question reste largement ouverte : sous l'influence des politiques agricoles, il semble que le critère de la localisation rurale a une influence incontestable ; cependant la logique de marché s'impose souvent et aboutit généralement à écarter le droit rural de toute logique territoriale. Cette double influence est source d'interrogation concernant l'avenir du droit rural qui vacille entre affirmation d'une nouvelle spécificité juridique fondée sur le territoire et disparition au profit d'un droit économique regroupant l'ensemble des activités économiques.

This book defines less-favored agricultural areas as those places where there is limited agricultural development, of different sizes and economic and social importance. These areas are also defined as suffering serious deterioration of the natural environment and of economic and social activities. This book then presents country reports covering problem areas in Austria, Belgium, Czechoslovakia, Finland, France, and Germany. In reviewing each of these countries, and other countries as well, the text presents each government's objectives concerning the rural areas, the actual strategies and policies pursued by the state, and the problems encountered when implementing these policies. This text also gives the methodologies used in evaluating these programs. This book can prove useful for government officials and ministries dealing with the agricultural sector, heads of volunteer organizations dealing with countryside development, and academicians in political science and developmental planning.
