Tracing and explaining the actions of General Leonard Wood's adminis tration during those years reveals how the United States Government re solved the questions of independence, strategic security, and economic inter ests in regard to Cuba. Leonard Wood, Secretary of War Elihu Root, Senator Orville H. Platt, and President William McKinley formulated and carried out policies that had a strong influence on subsequent Cuban-American relations. The broader aspects of this study, civil-military relations and American imperialism, are topics of importance to all citizens today. This is institutional and biographical history, written in the belief that a full ac count of the men, action, and circumstances will add to our understanding of the period when the United States emerged as a world power. I am indebted to Professors Gerald E. Wheeler of San Jose State College and Armin Rappaport of the University of California, San Diego, who di rected my research in the early stages, and to Professor Eric Bellquist of the University of California, Berkeley, for his criticism of the manuscript when it was in dissertation stage. Book excerpt: Leonard Wood conducted a variety of civil and military operations as the Military Governor of Cuba and the Military Governor of the Moro Provence in the Philippines. Critics generally praise his military governorship of Cuba, and condemn his military governorship of the Moro Province. The logic these critics use is that Wood was successful in Cuba because he did not use violent military actions to pacify the Cubans, and that he was not successful in the Moro Province because many of his actions to pacify the Moros were violent, and frequently brutal. Critics cite Wood's desire for career advancement, and stubborn, volatile, often arrogant attitude as primary motivations for his use of violence in the Moro Province since it differed from his actions in Cuba. These critiques ignore the unique environments Cuba and the Moro Province presented. Examining Wood's actions in their cultural and doctrinal context provides an understanding of Wood's rationale for his operational approaches in each case.

Book excerpt: During the ten years following the Spanish American War (1898 to 1908), Major General Leonard Wood served as the primary agent of American imperialism. Wood was not only a proconsul of the new American Empire; he was a symbol of the empire and the age in which he served. He had the distinction of directing civil and military government in Cuba and the Philippines where he implemented the imperial policies given to him by the administrations of William McKinley and Theodore Roosevelt. In Cuba, he labored to rebuild a state and a civil society crippled by decades of revolutionary ferment and guided the administration's policy through the dangerous channels of Cuban politics in a way that satisfied--at least to the point of avoiding another revolution--both the Cubans and the United States. In the Philippines, Wood took control of the Moro Province and attempted to smash the tribal-religious leadership of Moro society in order to bring it under direct American rule. His personal ideology, the imperial policies he shepherded, and the guidance he provided to fellow military officers and the administrations he served in matters of colonial administration and defense shaped the American Empire and endowed it with his personal stamp.
