Book excerpt: The biography of Sean Lemass, who was a founder-member of Fianna Fail in 1926 and became Minister for Industry and Commerce when the party first came to power in 1932. He held this position in every Fianna Fail government until 1959. During World War II he also held the post of Minister for Supplies. When de Valera retired from active politics in 1959, Lemass succeeded him as Taoiseach. He helped prepare the country for the dismantling of the tariff system which he himself had built up in the 1930s. In 1965 he negotiated the Anglo-Irish Trade Agreement as well as making his celebrated visit to Belfast to see Terence O'Neill, the Prime Minister of Northern Ireland. It concentrates on a number of key policy areas - notably those relating to the economy, to Northern Ireland, and to social policy - as part of an assessment of his contribution to the social and economic development of Ireland at a critical juncture in its modern history. In the field of economic policy, it provides evidence, not only for the far-reaching nature of the initiatives taken during his term of office, but for the continuous vulnerability of the relatively small Irish economy to external shocks and influences. It pays particular attention to the antecedents of his policy in this area and the policies adopted both by his predecessor and by his successors. In relation to social policy, it concentrates on a number of areas - social objectives generally, the Irish language, education and the media - which remain the subject of keen contemporary interest. It also examines his roles as party manager and electoral strategist as leader of Fianna Fæil during the same period, when his predecessor, Eamonn de Valera, had retired from politics and when the party had to come to terms with a different leadership style and different priorities for the first time in more than three decades. It explores in some detail the way in which Lemass faced the problem of managing the succession to the leadership when he chose to retire in 1966, at a time when a smooth transition could no longer be guaranteed. Finally, it assesses the sometimes paradoxical nature of his contribution, as the last political leader of the revolutionary generation, to the self-understanding and sense of purpose of the generation which was to succeed him.
