Thirty years ago, Spain occupied a purely anecdotal presence in the international context, but today it occupies the eighth position in the world in publication of astronomical articles, and, among other successes, owns and op- ates ninety per cent of the world’s largest optical telescope GTC (Gran Telescopio Canarias). The Eighth Scienti?c Meeting of the Spanish Astronomical Society (Sociedad Espanol ̃ a de Astronom ́ a, SEA), held in Santander in July 7–11 2008, whose p- ceedings are in your hands, clearly shows the enthusiasm, motivation and quality of the present Spanish astronomical community. The event brought together 322 participants, who represent almost 50% of Spanish professional astronomers. This percentage, together with the continuously increasing, with respect to previous SEA meetings, number of oral presentations and poster contributions (179 and 127 respectively), con?rms that the SEA conferences have become a point of reference to assess the interests and achievements of astrophysical research in Spain. The most important and current topics of modern Astrophysics were taken into accountat thepreliminarymeeting,aswell as the numberandqualityofparticipants and their contributions, to select the invited speakers and oral contributors. We took a week to enjoy the high quality contributions submitted by Spanish astronomers to the Scienti?c Organizing Committee. The selection was dif?cult. We wish to acknowledge the gentle advice and commitment of the SOC members.

The style and theme of these output formats can be customized. We used books and R primarily for examples in this book, but bookdown is not only for books or R. Most features introduced in this book also apply to other types of publications: journal papers, reports, dissertations, course handouts, study notes, and even novels. You do not have to use R, either. Other choices of computing languages include Python, C, C++, SQL, Bash, Stan, JavaScript, and so on, although R is best supported. You can also leave out computing, for example, to write a fiction. This book itself is an example of publishing with bookdown and R Markdown, and its source is fully available on GitHub.

A Assembleia Geral do Império determinou que qualquer ofensa ou omissão voluntária ao Código seria considerada crime. O Código Penal de 1830 vigorou durante o Império. Após a Proclamação da República em 1889, um novo código penal foi criado em 11 de outubro de 1890, seguido por uma nova constituição em 1891. Esse código penal vigorou durante a Primeira República e boa parte da Era Vargas. Em 1934, uma nova constituição foi promulgada sob o presidente Getúlio Vargas . Seguiu-se a criação de um novo código penal, o atual, em 7 de dezembro de 1940. Após o fim da Era Vargas em 1945-46, uma nova constituição foi criada, mas o Código Penal de 1940 não foi abolido. Houve uma tentativa frustrada de substituí-lo por um novo em 1969, durante o governo militar . Uma grande reforma do Código foi proposta em 1973 e sucessivamente adiada até ser revogada em 1978. Outra comissão para uma grande reforma do Código foi formada em 1980. A reforma finalmente ocorreu em 1984, um ano antes do fim do regime militar governo. Modificações recentes incluem uma redefinição de "crimes sexuais" em 2009 e a inclusão do feminicídio em 2015. No Brasil, como regra geral, apenas as pessoas físicas são responsáveis criminalmente. A responsabilidade criminal da pessoa jurídica é exceção prevista na legislação brasileira, e só é possível em caso de crimes ambientais. Os crimes econômicos e corporativos vêm ganhando relevância no Brasil. Desde a década de 1980, vários projetos de lei sobre crimes econômicos e empresariais foram aprovados. Dentre essa nova legislação estão os crimes contra o sistema financeiro, (Lei n. 7.492/1986), crimes contra as relações de consumo (Lei n. 8.078/1990), crimes tributários e econômicos (Lei n. 8.137/1990), crimes em no âmbito de licitações públicas (Lei n. 8.666/1993), crimes contra a propriedade intelectual (Lei n. 9.272/1996), crimes contra o meio ambiente (Lei n. 9.605/1998), lavagem de dinheiro (Lei n. 9.613/1998), crimes contra a fazenda pública (Lei n. 10.028/2000), crimes contra o mercado de capitais (Lei n. 10.303/2001) e crimes antitruste (Lei n. 12.529/2013). Todos esses crimes também podem ser cometidos por organizações criminosas (Lei n. 12.850/2013, a mesma lei que regulamentou os acordos de colaboração criminosa). A responsabilidade penal no Brasil é pessoal e subjetiva. Isso significa que as penalidades criminais não podem atingir outros indivíduos além dos responsáveis pela prática do ilícito, uma vez que a responsabilidade objetiva não é admitida na esfera penal. Existem algumas situações, porém, em que certos indivíduos devem agir para evitar a ocorrência de determinado crime. De acordo com a lei brasileira, todos os que contribuíram, de alguma forma, para um crime são responsáveis por tal ato. Portanto, há duas formas de praticar uma conduta criminosa: por ação ou por omissão. Especialmente no âmbito dos crimes económicos e empresariais, merecem especial atenção os chamados “crimes de omissão imprópria”. Esses crimes só podem ser cometidos por indivíduos que têm o dever e podem agir para evitar uma infração, mesmo que a ação seja cometida por um terceiro. A omissão indevida estabelece uma forma especial de responsabilidade penal. O indivíduo deve (i) ter o dever legal de agir para evitar o resultado ilícito, e (ii) além disso, no caso concreto, ter a capacidade de adotar medidas eficazes para evitar a ocorrência do crime. Se o indivíduo descumprir esse dever legal, responderá como se tivesse cometido o crime diretamente. Assim, orientações gerais fornecidas por dirigentes e diretores a toda a empresa ou a simples revisão e assinatura de documentos elaborados por subordinados podem, ou não, fundamentar a responsabilidade criminal quando uma infração for cometida no âmbito de uma atividade empresarial (por exemplo, um fraude, crime ambiental, evasão fiscal ou mesmo corrupção de agentes públicos). Não existe uma fórmula geral, pois cada caso vai depender da distribuição de responsabilidades e poderes dentro de uma empresa e seus controles internos. No entanto, a responsabilidade criminal não depende apenas de uma ação tipificada em lei como crime. A responsabilidade criminal também depende da prova de que uma ação foi cometida com dolo ou negligência. No Brasil, como regra geral, os crimes devem ser cometidos com intenção criminosa. Os crimes culposos são exceções expressamente previstas na lei penal. Como resultado, não há crimes como lavagem de dinheiro, sonegação de impostos ou informações privilegiadas se os indivíduos agirem com negligência.
