Book Reforming Legislatures

Download or read book Reforming Legislatures written by Peverill Squire and published by University of Missouri Press. This book was released on 2024-06-06 with total page 456 pages. Available in PDF, EPUB and Kindle. Book excerpt: Legislatures are ubiquitous in the American political experience. First created in Virginia in 1619, they have existed continuously ever since. Indeed, they were established in even the most unlikely of places, notably in sparsely populated frontier settlements, and functioned as the focal point of every governing system devised. Despite the ubiquity of state legislatures, we know remarkably little about how Americans have viewed them as organizations, in terms of their structures, rules, and procedures. But with the rise of modern public opinion surveys in the twentieth century, we now have extensive data on how Americans have gauged legislative performance throughout the many years. That said, the responses to the questions pollsters typically pose reflect partisanship, policy, and personality. Generally, respondents respond favorably to legislatures controlled by their own political party and those in power during good economic times. Incumbent lawmakers get ratings boosts from having personalities, “home styles” that mesh with those of their constituents. These relationships are important indicators of people’s thoughts regarding the current performance of their legislatures and legislators, but they tell us nothing about attitudes toward the institution and its organizational characteristics. This study offers a unique perspective on what American voters have historically thought about legislatures as organizations and legislators as representatives. Rather than focusing on responses to surveys that ask respondents how they rate the current performance of lawmakers and legislatures, this study leverages the most significant difference between national and state politics: the existence of ballot propositions in the latter. At the national level Americans have never had any say over Congress’s structure, rules, or procedures. In contrast, at the state level they have had ample opportunities over the course of more than two centuries to shape their state legislatures. The data examined here look at how people have voted on more than 1,500 state ballot propositions targeting a wide array of legislative organizational and parliamentary features. By linking the votes on these measures with the public debates preceding them, this study documents not only how American viewed various aspects of their legislatures, but also whether their opinions held constant or shifted over time. The findings reported paint a more nuanced picture of Americans’ attitudes toward legislatures than the prevailing one derived from survey research. When presented with legislative reform measures on which concrete choices were offered and decisions on them had to be made, the analyses presented here reveal that, counter to the conventional wisdom that people loved their representatives but hated the legislature, voters usually took charitable positions toward the institution while harboring skeptical attitudes about lawmakers’ motives and behaviors.

Book Freedom in the World 2020

Available in PDF, EPUB and Kindle. Book excerpt: Freedom in the World, the Freedom House flagship survey whose findings have been published annually since 1972, is the standard-setting comparative assessment of global political rights and civil liberties. The survey ratings and narrative reports on 195 countries and fifteen territories are used by policymakers, the media, international corporations, civic activists, and human rights defenders to monitor trends in democracy and track improvements and setbacks in freedom worldwide. The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.

Book Nordic Equality and Anti Discrimination Laws in the Throes of Change

Download or read book Nordic Equality and Anti Discrimination Laws in the Throes of Change written by Anne Hellum and published by Taylor & Francis. This book was released on 2023-08-18 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Nordic states were among the first in the world to enact general gender equality and anti-discrimination laws with low threshold enforcement mechanisms. Today, the Nordic countries top the World Economic Forum’s Gender Gap Index –but they have still not succeeded in closing the gender gap. This book draws a diverse and complex picture of the long, uneven, and unfinished process towards substantive equality in four Nordic countries: Sweden, Finland, Norway, and Iceland. It presents the Nordic gender equality model’s systematic use of three measures: overarching gender policies, legislation that has an explicit or implicit impact on gender relations, and gender equality and anti-discrimination laws with low-threshold enforcement systems. What potentials and limitations do the Nordic gender equality and anti-discrimination law regimes have to combat individual discrimination and structural inequality? Can these regimes function as a driver of political, legal, economic, cultural, and social change and as a corrective to laws, policies, and practices that uphold existing inequalities and, if so, to what extent? Can weaknesses in the equality and anti-discrimination laws and the way they are enforced hamper efforts to close remaining gender gaps? Rather than looking at the Nordic gender equality laws and policies in isolation, the book situates their development and transformative potential within a changing European and international political and legal landscape.

Book Legislative Voting and Accountability

Download or read book Legislative Voting and Accountability written by John M. Carey and published by Cambridge University Press. This book was released on 2008-12-15 with total page 217 pages. Available in PDF, EPUB and Kindle. Book excerpt: Legislatures are the core representative institutions in modern democracies. Citizens want legislatures to be decisive, and they want accountability, but they are frequently disillusioned with the representation legislators deliver. Political parties can provide decisiveness in legislatures, and they may provide collective accountability, but citizens and political reformers frequently demand another type of accountability from legislators – at the individual level. Can legislatures provide both kinds of accountability? This book considers what collective and individual accountability require and provides the most extensive cross-national analysis of legislative voting undertaken to date. It illustrates the balance between individualistic and collective representation in democracies, and how party unity in legislative voting shapes that balance. In addition to quantitative analysis of voting patterns, the book draws on extensive field and archival research to provide an extensive assessment of legislative transparency throughout the Americas.

Book Legislative approaches to sustainable agriculture and natural resources governance

Download or read book Legislative approaches to sustainable agriculture and natural resources governance written by Gobena, A. and published by Food and Agriculture Organization of the United Nations. This book was released on 2020-05-01 with total page 698 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book encompasses a broad range of natural resource sectors, with discrete chapters on water, land, forestry, fisheries, mining, petroleum and agriculture. Given this broad range of areas, the focus of the publication is narrowed to provide an overarching holistic perspective that is supportive of a systems-thinking approach. Recognizing that there are many useful publications elsewhere that detail extensively the specific regulatory elements of sound laws in the respective areas, this book offers the specific prism of highlighting approaches that embrace the pillars of sustainable development, i.e. approaches that recognize and are informed by economic, social and environmental considerations and impacts.
