Book excerpt: Rivers provide about 60 percent of the nation's drinking water and irrigation water and 10 percent of the nation's electric power needs. The multiple and sometimes incompatible services demanded of rivers often lead to policy and management conflicts that require the integration of science-based information. This report advises the U.S. Geological Survey on how it can best address river science challenges by effectively using its resources and coordinating its activities with other agencies. The report identifies the highest priority river science issues for the USGS, including environmental flows and river restoration, sediment transport and geomorphology, and groundwater surface-water interactions. It also recommends two cross-cutting science activities including surveying and mapping the nation's river systems according to key physical and landscape features, and expanding work on predictive models, especially those that simulate interactions between physical-biological processes. The report identifies key variables to be monitored and data-managed. It proposes enhancements in streamflow, biological, and sediment monitoring; these include establishing multidisciplinary, integrated reach-scale monitoring sites and developing a comprehensive national sediment monitoring program. Finally, it encourages the USGS to be at the forefront of new technology application, including airborne lidar and embedded, networked, wireless sensors.

Book excerpt: The Mississippi River is, in many ways, the nation's best known and most important river system. Mississippi River water quality is of paramount importance for sustaining the many uses of the river including drinking water, recreational and commercial activities, and support for the river's ecosystems and the environmental goods and services they provide. The Clean Water Act, passed by Congress in 1972, is the cornerstone of surface water quality protection in the United States, employing regulatory and nonregulatory measures designed to reduce direct pollutant discharges into waterways. The Clean Water Act has reduced much pollution in the Mississippi River from "point sources" such as industries and water treatment plants, but problems stemming from urban runoff, agriculture, and other "non-point sources" have proven more difficult to address. This book concludes that too little coordination among the 10 states along the river has left the Mississippi River an "orphan" from a water quality monitoring and assessment perspective. Stronger leadership from the U.S. Environmental Protection Agency (EPA) is needed to address these problems. Specifically, the EPA should establish a water quality data-sharing system for the length of the river, and work with the states to establish and achieve water quality standards. The Mississippi River corridor states also should be more proactive and cooperative in their water quality programs. For this effort, the EPA and the Mississippi River states should draw upon the lengthy experience of federal-interstate cooperation in managing water quality in the Chesapeake Bay.

Book excerpt: The U.S. Army Corps of Engineers has long been one of the federal government's key agencies in planning the uses of the nation's waterways and water resources. Though responsible for a range of water-related programs, the Corps's two traditional programs have been flood damage reduction and navigation enhancement. The water resource needs of the nation, however, have for decades been shifting away from engineered control of watersheds toward restoration of ecosystem services and natural hydrologic variability. In response to these shifting needs, legislation was enacted in 1990 which initiated the Corps's involvement in ecological restoration, which is now on par with the Corps's traditional flood damage reduction and navigation roles. This book provides an analysis of the Corps's efforts in ecological restoration, and provides broader recommendations on how the corps might streamline their planning process. It also assesses the impacts of federal legislation on the Corps planning and projects, and provides recommendations on how relevant federal policies might be altered in order to improve Corps planning. Another important shift affecting the Corps has been federal cost-sharing arrangements (enacted in 1986), mandating greater financial participation in Corps water projects by local co-sponsors. The book describes how this has affected the Corps-sponsor relationship, and comments upon how each group must adjust to new planning and political realities.

The National Research Council (NRC) Committee on U.S. Army Corps of Engineers on Water Resources Science, Engineering, and Planning was convened by the NRC at the request of the Corps of Engineers to provide independent advice to the Corps on an array of strategic and planning issues. National Water Resources Challenges Facing the U.S. Army Corps of Engineers surveys the key water resources challenges facing the Corps, the limits of what might be expected today from the Corps, and future prospects for the agency. This report presents several findings, but no recommendations, to the Corps of Engineers based on initial investigations and discussions with Corps leadership. Book excerpt: In order to confront the increasingly severe water problems faced by all parts of the country, the United States needs to make a new commitment to research on water resources. A new mechanism is needed to coordinate water research currently fragmented among nearly 20 federal agencies. Given the competition for water among farmers, communities, aquatic ecosystems and other users-as well as emerging challenges such as climate change and the threat of waterborne diseases-Confronting the Nation's Water Problems concludes that an additional $70 million in federal funding should go annually to water research. Funding should go specifically to the areas of water demand and use, water supply augmentation, and other institutional research topics. The book notes that overall federal funding for water research has been stagnant in real terms for the past 30 years and that the portion dedicated to research on water use and social science topics has declined considerably.
