Book Digest of State Laws Relating to Public Education in Force January 1 1915 Bulletin 1915

Download or read book Digest of State Laws Relating to Public Education in Force January 1 1915 Bulletin 1915 written by William R. Hood (Comp) and published by . This book was released on 1916 with total page 991 pages. Available in PDF, EPUB and Kindle. Book excerpt: There has been recently an increased interest in educational legislation. The school administrator and the student of educational systems now turn for information and help to legal provisions as they turn to statistics or to the opinions of experienced schoolmen. Accompanied with this new interest in educational legislation have been increased demands upon the Bureau of Education for information regarding school laws. So numerous had requests for such information become, and so much work of a fragmentary nature had been necessary thereby, that is was decided to attempt to bring together in one volume or digest, or summary, of all general laws relating to public education. This bulletin is the result. It contains all laws in force January 1, 1915, relating to publicly supported education, excepting ordinary appropriations, legislation of local application, and special charters, as charters of cities. For the person desiring merely a ready reference work showing what States have legal provisions relating to any particular educational subject, it should meet all requirements; while to the more interested student it will give the main provisions of the law. The various items are classified and presented under an outline which begins with State administrative agencies and proceeds through the entire school system. Three appendixes present: (1) State constitutional provisions relating to public education; (2) Federal legislation affecting agricultural colleges and experiment stations; and (3) Public-school systems in American Territories, districts, and insular possessions. An index is included. Individual sections contain footnotes. [This Digest was compiled with the assistance of Stephen B. Weeks and A. Sidney Ford. Best copy available has been provided.].

Book State Laws Relating to Education Enacted in 1920 and 1921 Bulletin 1922

Download or read book State Laws Relating to Education Enacted in 1920 and 1921 Bulletin 1922 written by William R. Hood (Comp) and published by . This book was released on 1922 with total page 275 pages. Available in PDF, EPUB and Kindle. Book excerpt: The legislation summarized in this compilation was enacted in the two year period comprising the calendar years 1920 and 1921 and represents the educational enactments of regular legislative sessions of all the states, except Alabama whose legislature meets quadrennially and of several special or extraordinary sessions including one in Alabama. Massachusetts, Rhode Island, New York, New Jersey, South Carolina, and Georgia hold annual meetings of their legislative assemblies and their enactments therefore appear for both 1920 and 1921. The material presented here constitutes a third supplement to Bulletin, 1915 No. 47 "Digest of State Laws Relating to Public Education" earlier supplements having been published in 1918, and 1928. Laws of distinctly local application and ordinary appropriations such as are made from year to year are omitted except in a few cases where they seem of special interest. The purpose of these "digests" of school laws is twofold: (1) First to present for the use of persons wishing it an index of all general state educational legislation; and (2) to summarize the enactments of the period covered in such manner as to show their main provisions and purposes. A third possible value of the work is the "Trend" of school legislation which may be seen in it. The tendency to enact laws in the light of the best practice elsewhere and of the experience of other states with like legal provisions is more evident as each year passes. The style of this bulletin follows that of the digest of 1915 and the supplements of 1918, and 1920. A plan of classification embracing about 110 items is arranged and kindred enactments are grouped under the appropriate heading. It will be observed that the plan begins with general state administrative provisions and proceeds through the entire public school system. An index is provided. (Enacted in 1920 and 1921.)[Best copy available was provided.].

Book Laws Relating to Compulsory Education Bulletin 1928

Download or read book Laws Relating to Compulsory Education Bulletin 1928 written by Ward W. Keesecker and published by . This book was released on 1928 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the United States, education is not only free and public, but it is compulsory in all continental United States and in its principal outlying parts. The aim in this study is to present in a summary manner what appear to be the most interesting legislative features of compulsory education systems in the various States: (1) When did the States first enact compulsory education laws?; (2) What are the various ages at which children are admitted and required to attend school?; (3) What educational requirements are necessary to exempt them from attendance?; (4) How much education is required for labor permits?; (5) What States require educational relief to dependent or neglected children?; (6) How much school attendance is required in the various States?; (7) What States provide for compulsory attendance at part-time, continuation, or evening schools?; (8) To what extent do States require the education of handicapped children?; and (9) What constitutes the machinery for enforcing compulsory education in the various States? These are but a few of the questions often asked by school administrators, teachers, and others in the States; these are also among the many questions this study endeavors to answer. It is not the aim here to discuss the relative merits of the various features of compulsory education laws found in the different States; the aim is rather to present briefly and clearly what seem to be some interesting features of such laws as enacted by the States. The aim is to present as many of these features as practical; and to do so, discussion of the same has been limited mainly to appropriate explanatory notes and remarks. There may be rules relative to school attendance adopted by various school boards or superintendents which are not shown here, as attention has been given chiefly to legislative enactments. The method followed in this attempt consisted in the preparation in this bureau of a summary of various features of compulsory education laws in all the States. A digest of some of these features was prepared for each State and transmitted to the respective State departments of education for review, with a request for any changes that might be deemed necessary in order that it might include recent and complete legislation on the subject. For the purpose of this study, the District of Columbia is treated as a State. (Individual chapters contain footnotes.) [Best copy available has been provided.
