Book Legislative Action to Combat the World Tobacco Epidemic

Download or read book Legislative Action to Combat the World Tobacco Epidemic written by Ruth Roemer and published by . This book was released on 1993-01-01 with total page 297 pages. Available in PDF, EPUB and Kindle. Book excerpt: Examines the ways in which legislation - whether involving comprehensive national laws or personal litigation against the tobacco industry - is being used to reduce tobacco use & promote the goal of a tobacco-free society. Drawing upon over 250 studies conducted throughout the world, the book concentrates on the many promising new legislative strategies that have developed within a climate of opinion that regards tobacco & sidestream smoke as toxic substances, gives priority to the non-smoker's rights, & rejects the industry's freedom to promote an addictive, lethal product. By describing & analysing recent legislation, the book also provides a heartening account of both the spread of legislation & the reasons for its increased strength & effectiveness. The ten chapters which constitute the core of the book are organized to reflect two main categories of smoking control measures: those leading to changes in the production, manufacture, promotion, & sale of tobacco, & those designed to achieve changes in practice among smokers. Issued at a time when several national governments are making quantum leaps forward in the legislative attack on tobacco use, the book should prove especially useful as both a source of encouragement & a practical guide to action.

Book Legislative Responses to Tobacco Use

This book was released on 1991-06 with total page 257 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book represents an important and timely element in WHO's efforts to combat the world smoking epidemic. It contains a selection of national laws, regulations, and other legislative instruments that have been enacted by countries and subnational jurisdictions to combat smoking (and other forms of tobacco use). Most of the texts originally appeared in the WHO quarterly journal, the International Digest of Health Legislation. The scope of the legislation contained in this volume is broad indeed. It covers such aspects as: control of advertising, sponsorship, and other forms of sales promotion; health warnings; control of harmful substances in tobacco products; restrictions on smoking in public places, public transport, and the workplace; anti-smoking programmes directed to children and adolescents; fiscal and economic measures; and institutional mechanisms for policy development and coordination. Readers will be interested to learn that WHO will shortly be publishing a comprehensive update of Roemer's Legislative Action to Combat the World Smoking Epidemic (published by WHO in 1982 in English, French and Arabic editions).

Available in PDF, EPUB and Kindle. Book excerpt: Cigarette smoking and exposure to secondhand smoke kill an estimated 443,000 people in the United States each year. For every smoker who dies from a smoking-attributable disease, another 20 live with a serious smoking-related disease. Smoking costs the United States $96 billion in medical costs and $97 billion in lost productivity each year. Despite progress in reducing tobacco use, one in five U.S. high school students and adults still smoke. These statistics reflect a legacy of millions of lives prematurely lost from tobacco use, reflecting a tragic public health history. Before the introduction of the modern mass-marketed cigarette in the late 1800s, lung cancer was rare. In stark contrast, lung cancer is now this nation's leading cause of cancer death among both men and women, killing an estimated 160,000 people in the United States each year. The dramatic rise in smoking in the 20th century prompted a prominent historian to refer to that time period as “The Cigarette Century.” But the 21st century has witnessed a convergence of public attitudes and political support that creates an unprecedented opportunity for the United States. On June 22, 2009, President Obama signed into law historic legislation granting the U.S. Food and Drug Administration (FDA) authority to regulate tobacco products to protect the public health. In reviewing the need to accelerate progress in tobacco control and announcing the new FDA regulations restricting tobacco marketing to children on March 19, 2010, Kathleen Sebelius, Secretary of Health and Human Services, stated, “This needs to be a national effort. The lesson that we should take from the successes of the past 50 years is not that progress sis inevitable. It's that saving lives and reducing health costs is possible, but only if we pursue an aggressive policy agenda.” On March 23, 2010, President Obama signed into law historic health insurance reform legislation, the Patient Protection and Affordable Care Act (Affordable Care Act). As noted by Secretary Sebelius in testimony before the U.S. House of Representatives on April 21, 2010, the law creates a new Prevention and Public Health Fund that will provide a significant investment to “allow HHS to expand and sustain prevention, wellness, and public health programs to improve the health of the nation and help restrain health care costs.” The law also specifically expands smoking cessation coverage now for pregnant Medicaid beneficiaries and enhances prevention initiatives in 2013 by offering financial incentives to States to provide optional services that encourage healthy behaviors by Medicaid beneficiaries. The U.S. Department of Health and Human Services (HHS) can leverage this historic moment to launch a new chapter to end tobacco-related suffering and death. This strategic action plan proposes a comprehensive approach designed to mobilize HHS's expertise and resources in support of proven, pragmatic, achievable interventions that can be aggressively implemented not only at the federal level, but also within states and communities. The activities described in the plan are meant to serve as a guideline for future development, are conditional, and are subject to the availability of resources. Implementing the strategic actions in this plan can enable the United States to meet the Healthy People objective of reducing the adult smoking rate to 12%. Together, the recommended actions offer an historic opportunity to accelerate our efforts to end the tobacco problem.

Book Building Blocks for Tobacco Control

Download or read book Building Blocks for Tobacco Control written by Vera da Costa e Silva and published by World Health Organization. This book was released on 2004-10-21 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: The idea for this handbook arose from an awareness that whilst various WHO documents called for developing national capacity for tobacco control, there was not comprehensive guide to the development of such a capacity. This book is thus, essentially, a pragmatic "how to" manual. The Introduction presents the evolving definition of "national capacity", identifies the types of capacities needed for effective tobacco control and outlines the key features of building capacity. Section 1 provides a descriptive overview of the tobacco epidemic. It looks at tobacco as a risk factor, presenting its health, social and economic costs; the global strategies of the tobacco industry to counteract public health measures; the scientific evidence for effective tobacco control interventions; and the WHO FCTC as a global solution to an epidemic with prominent politico-legal and socio-cultural attributes. Section 2 focuses on the fundamental capacities necessary to empower countries to control the tobacco epidemic successfully. These chapters apply the lessons learned from the experiences of different countries and offer advice and suggestions to enable countries to put the theories of tobacco control into practice.

Book State and Local Legislative Action to Reduce Tobacco Use

Download or read book State and Local Legislative Action to Reduce Tobacco Use written by Department of Health & Human Services and published by CreateSpace. This book was released on 2014-05-22 with total page 376 pages. Available in PDF, EPUB and Kindle. Book excerpt: This monograph is the eleventh volume in the Smoking and Tobacco Control series released by the National Cancer Institute (NCI). The National Association of County and City Health Officials (NACCHO) and the National Association of Local Boards of Health (NALBOH) are working with NCI in disseminating findings from this important publication. NACCHO is a nonprofit membership organization that serves all of the nearly 3,000 local public health agencies (LPHAs) in the nation's cities, counties, townships, and districts. The organization provides local health departments with education, information, research, and technical assistance on a variety of topics. It also facilitates partnerships among local, state, and federal agencies in order to promote and strengthen public health. NALBOH is an organization that represents the interests of local boards of health and assists those boards in assuring the health of the community. NALBOH enhances and supports all 3,200 local health boards across the country by providing linkages, networks, education, and training. It is also committed to promoting health and effective public health policy at all levels of government and also to strengthening the ability of health boards to develop tobacco control policy efforts. NACCHO and NALBOH constituents have unique roles in tobacco prevention and control. They often represent the local government infrastructure, and as such, they can play leadership roles in local policy development, implementation, and enforcement. For years, tobacco control legislation enacted at the city and county levels were much more stringent than those enacted at the federal or state level. However, few local communities were involved in implementing and managing actual public health programs to reduce tobacco use. This was seen primarily as a national or state responsibility. Fortunately, local communities have become more involved in recent years. This trend has been supported mainly by LPHAs, and both NACCHO and NALBOH have helped local communities become more involved in the development of public health policy.
