Book Nuclear Safety

Download or read book Nuclear Safety written by Gene L. Dodaro and published by DIANE Publishing. This book was released on 2009-11 with total page 117 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Dept. of Energy (DoE) oversees contractors that operate more than 200 "high-hazard" nuclear facilities, where an accident could have serious consequences for workers and the public. DoE is charged with regulating the safety of these facilities. A key part of DoE's self-regulation is the Office of Health, Safety and Security (HSS), which develops, oversees, and helps enforce nuclear safety policies. This is the only DoE safety office intended to be independent of the program offices, which carry out mission responsibilities. This report examines: (1) the extent to which HSS meets elements of effective independent nuclear safety oversight; and (2) the factors contributing to any identified shortcomings with respect to these elements. Book Understanding and Managing Risk in Security Systems for the DOE Nuclear Weapons Complex

Download or read book Understanding and Managing Risk in Security Systems for the DOE Nuclear Weapons Complex written by National Research Council and published by National Academies Press. This book was released on 2011-04-07 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: A nuclear weapon or a significant quantity of special nuclear material (SNM) would be of great value to a terrorist or other adversary. It might have particular value if acquired from a U.S. facility-in addition to acquiring a highly destructive tool, the adversary would demonstrate an inability of the United States to protect its nuclear assets. The United States expends considerable resources toward maintaining effective security at facilities that house its nuclear assets. However, particularly in a budget-constrained environment, it is essential that these assets are also secured efficiently, meaning at reasonable cost and imposing minimal burdens on the primary missions of the organizations that operate U.S. nuclear facilities. It is in this context that the U.S. Congress directed the National Nuclear Security Administration (NNSA)-a semi-autonomous agency in the U.S. Department of Energy (DOE) responsible for securing nuclear weapons and significant quantities of SNM-asked the National Academies for advice on augmenting its security approach, particularly on the applicability of quantitative and other risk-based approaches for securing its facilities. In carrying out its charge, the committee has focused on what actions NNSA could take to make its security approach more effective and efficient. The committee concluded that the solution to balancing cost, security, and operations at facilities in the nuclear weapons complex is not to assess security risks more quantitatively or more precisely. This is primarily because there is no comprehensive analytical basis for defining the attack strategies that a malicious, creative, and deliberate adversary might employ or the probabilities associated with them. However, using structured thinking processes and techniques to characterize security risk could improve NNSA's understanding of security vulnerabilities and guide more effective resource allocation.

Book U S Department of Energy Fiscal Year 1998 Accountability Report

Download or read book U S Department of Energy Fiscal Year 1998 Accountability Report written by and published by DIANE Publishing. This book was released on 2001 with total page 179 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report, the Department of Energy's first Accountability Report, is part of an effort to better measure how the Department of Energy is serving the American taxpayers; the results achieved; and the cost-effectiveness of the work. By integrating the Department's FY 1998 performance results, financial status, and management controls, this report is a useful tool and provides a status report on the Department's performance in FY 1998. It presents a clearer picture of the return on the investment of the resources entrusted to this agency. After thorough review by the Office of the Inspector General, with one exception, the financial statements have been found to present fairly the financial position of the Department in conformity with Federal accounting standards. Overall, the Department has reasonable assurance that DOE has management controls in place to ensure that operational activities are efficient and effective and comply with the law. Ten challenges where management controls can be strengthened have been identified.
