The principal audience for FM 1-04 is all members of the profession of arms. Commanders and staffs of Army headquarters serving as joint task force or multinational headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations and joint or multinational forces. Trainers and educators throughout the Army will also use this publication. FM 1-04 applies to the Active Army, the Army National Guard/Army National Guard of the United States, and U.S. Army Reserve unless otherwise stated. This manual establishes a foundation for Judge Advocate General's Corps (JAGC) personnel to build upon to provide principled counsel and mission focused legal support to the operational Army. It establishes an understanding of the roles and responsibilities that JAGC personnel have both between different legal offices at different levels of command and between the legal section and the staff of the supported command; all in support of the commander and the Army. The purpose of this manual is to assist commanders and judge advocates in assigning roles and responsibilities for legal support in the unique areas of operations encountered in this era of persistent conflict. This manual is not intended to provide detailed guidance on every situation that judge advocates will encounter in a deployed environment whether overseas or within the United States. That is not the goal. Just as Army leaders and forces must respond to a broad range of threats under conditions of uncertainty by exercising operational adaptability to accomplish missions, so too must judge advocates. Operational adaptability requires judge advocates, legal administrators, and paralegal specialists to understand the situation in width, depth, and context, and then to assist the command by providing sound legal advice and support across the core legal disciplines. Every operation is different, and each one requires its own unique legal support. As such, commanders and judge advocates will have to work together to task organize legal support for operations in a way that makes sense and helps accomplish the mission. This edition of FM 1-04 provides doctrine on legal support across the range of operations and the provision of legal support in specific types or aspects of operations. The appendixes supplement the chapters of this manual.

Since the opening days of American involvement in Vietnam, the U.S. Army has been working to meet national security objectives under close public scrutiny in complex, demanding situations. Those conditions call for commanders to make full use of all available staff input, and the special training of the Staff Judge Advocate has often made the lawyer one of the most important sources of insight. This volume recounts numerous instances when new challenges would not have been met so effectively had that specialized staff work not been available. At one level this is the chronicle of judge advocates at work in the theater of active operations. It provides valuable information on the organization, tasks, and performance of legal offices in a wide array of activities. The author uses the term "combat" to evoke the theater of active operations-justifiable shorthand, but calling too little attention to the operations other than war covered very ably in the last chapter. Throughout, the reader is introduced to Army lawyers who met unexpected requirements while working under tough, demanding conditions. At another level, this is the history of the evolution of "operational lawn-the concept that put those Army lawyers at the right hand of commanders during the deployments of the 1990s so that everything from Status of Forces Agreements to application of the principles of the Law of Land Warfare would be integrated into the planning and execution of operations such as JUST CAUSE and DESERT STORM as well as the many "peacekeeping" operations and deployments in support of civil authorities. This operational focus of judge advocate staff support in addition to traditional legal support-has enhanced mission success in the politically charged and militarily ambiguous operations that have become common in our era.

CLAMO's mission is to examine the legal issues that arise during all phases of military operations and devise training and resource strategies for addressing them. It seeks to fulfill this mission in five ways. First, it is the central repository within The Judge Advocate General's Corps (JAGC) for all-source data, information, memoranda, after action materials and lessons learned pertaining to legal support to operations, foreign and domestic. Second, it supports Judge Advocates (JAs) by analyzing all data and information, developing lessons learned across all military legal disciplines, and disseminating these lessons and other operational information to the Army, Marine Corps, and Joint communities through publications, instruction, training, and databases accessible to operational forces, worldwide. Third, it supports JAs in the field by responding to requests for assistance, engaging in a continuous exchange of information with the Combat Training Centers (CTCs) and their JA observer-controllers, and creating operational law training guides. Fourth, itfacilitates the integration oflessons learned from operations and the CTCs into emerging doctrine and the curricula of all relevant courses, workshops, orientations, and seminars conducted at The Judge Advocate General's Legal Center and School (TJAGLCS). Fifth, in conjunction with TJAGLCS, it sponsors conferences and symposia on topics of interest to operational lawyers. Over the last 14 years, CLAMO has published a variety of source materials on legal issues faced in several different types ofmilitary operations, to include Law and Military Operations in Haiti 1994-1995; Law and Military Operations in the Balkans 1995-1998; Law and Military Operations in Kosovo 1999-2001; Legal Lessons Learned From Afghanistan and Iraq, Volume I; Legal Lessons Learnedfrom Afghanistan and Iraq, Volume II; Law and Military Operations in Central America: Hurricane Mitch ReliefEfforts, 1998-1999; Us. Government Interagency Complex Contingency Operations Organization and Legal Handbook; Domestic Operational Law Handbook for Judge Advocates; Rules ofEngagement (ROE) Handbookfor Judge Advocates; and the Rule ofLaw Handbook (A Practitioner's Guide for Judge Advocates). Judge Advocates have used these resources for over a decade and they continue to be in demand today. A recurring comment from the field, however, concerns the difficulty encountered when trying to research an issue on a specific topic such as claims, rules of engagement, or rule oflaw. Before the introduction of this compendium, JAs had to research volume by volume and compile their information from a variety of sources. This often led to the additional frustration of re-reading the same lessons from one operation to the next. This compendium attempts to gather all available lessons in several key operational law areas and place them under one heading that JAs can quickly read, search and digest.
