Book Decentralization and Local Democracy in the World

Download or read book Decentralization and Local Democracy in the World written by United Cities and Local Governments (UCLG) and published by World Bank Publications. This book was released on 2008-11-04 with total page 350 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Decentralization and Local Democracy in the World' constitutes a global reference on decentralization by presenting the contemporary situation of local governments in all regions of the world. The report analyzes local authorities in each continent under three main themes: the evolution of territorial structures; responsibilities and power, management and finances; and local democracy. An additional chapter is dedicated to the governance of large metropolises, where rapid growth presents major challenges, in particular in the fast-developing countries of the South. This report also offers a comparative overview of the different realities concerning the state of decentralization, and how the basic indispensable mechansims for local democracy do, or do not exist in come countries. Relationships between the state and local authorities are evolving toward innovative forms of cooperation. In this context, the role of local authorities in the development of global policies is increasingly recognized. The first Global Observatory on Local Democracy and Decentralization (GOLD) Report is one of the main products of United Cities and Local Governments (UCLG). The GOLD Report is the first of what will be a triennial publication. UCLG represents and defends the interests of local governments on the world stage, regardless of the size of the communities they serve. Headquartered in Barcelona, the organization's stated mission is: To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community.

Book Democracy and Decentralisation in South Asia and West Africa

Download or read book Democracy and Decentralisation in South Asia and West Africa written by Richard C. Crook and published by Cambridge University Press. This book was released on 1998-12-03 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is an in-depth empirical study of four Asian and African attempts to create democratic, decentralised local governments in the late 1980s and 1990s. The case studies of Ghana, Cote d'Ivoire, Karnataka (India) and Bangladesh focus upon the enhancement of participation; accountability between people, politicians and bureaucrats; and, most importantly, on whether governmental performance actually improved in comparison with previous forms of administration. The book is systematically comparative, and based upon extensive popular surveys and local field work. It makes an important contribution to current debates in the development literature on whether 'good governance' and decentralisation can provide more responsive and effective services for the mass of the population - the poor and disadvantaged who live in the rural areas.

Book Government and NGOs in South Asia

Download or read book Government and NGOs in South Asia written by Mohammad Jahangir Hossain Mojumder and published by Routledge. This book was released on 2019-11-25 with total page 222 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyses efforts of Bangladeshi government and NGOs to strengthen local governance, and identifies the challenges posed by collaboration with NGOs. Presenting a dominantly qualitative study, the analysis explores whether engagement between the Sharique project to strengthen local governance and the Union Parishads has translated into success. In doing so, it argues that evidence points to a positive impact on institutionalising good governance and fiscal autonomy through widening participation in planning and decision-making, reinforcing accountability of functionaries and enhancing tax collection. Furthermore, this book demonstrates that the collaboration has aided the process of development of social capital between officials of councils and NGOs, as well as amongst the community members, encouraging future partnership governance. However, with the phasing out of the project as a propelling force, it also shows that the results fall short of being sustainable and, as such, that statuary support, unequivocal political commitment, and incentivising engagements are required to stabilise outcomes. Bridging a gap in the Development Studies literature, this book presents new findings on the collaboration of NGOs at the local level. It will be of interest to academics working in the field of South Asian Studies, Development Studies, and Asian Politics.

Book Participation in America

Download or read book Participation in America written by Sidney Verba and published by University of Chicago Press. This book was released on 1987-01-16 with total page 452 pages. Available in PDF, EPUB and Kindle. Book excerpt: Participation in America represents the largest study ever conducted of the ways in which citizens participate in American political life. Sidney Verba and Norman H. Nie addresses the question of who participates in the American democratic process, how, and with what effects. They distinguish four kinds of political participation: voting, campaigning, communal activity, and interaction with a public official to achieve a personal goal. Using a national sample survey and interviews with leaders in 64 communities, the authors investigate the correlation between socioeconomic status and political participation. Recipient of the Kammerer Award (1972), Participation in America provides fundamental information about the nature of American democracy.

Book Public Administration in South Asia

Download or read book Public Administration in South Asia written by Meghna Sabharwal and published by Routledge. This book was released on 2017-09-25 with total page 521 pages. Available in PDF, EPUB and Kindle. Book excerpt: A state-of-the-art, one-stop resource, Public Administration in South Asia: India, Bangladesh, and Pakistan examines public administration issues and advances in the Indian subcontinent. The book fulfills a critical need. These nations have the largest public administration programs in South Asia, yet existing knowledge on them is fragmented at best. Bringing together leading scholars from these countries, this book provides both an insider perspective and a scholarly look at the challenges and accomplishments in the region. Focusing on the machinery of government, the book explores questions such as: What is the history of public administration development? How are major decisions made in the agencies? Why are anti-corruption efforts so much a challenge? What is the significance of intergovernmental relations? What is the success of administrative reform? What are examples of successful social development programs? How successful is e-government, and what are its challenges? Why is civil service reform difficult to achieve? How is freedom of information being used as a means to combat corruption and invoke grassroots activism? What can be learned from the successes and failures? While public administration practice and education have become considerably professionalized in the last decade, a sufficiently in-depth and well-rounded reference on public administration in these countries is sorely lacking. Most available books tackle only aspects of public administration such as administrative reforms, civil service, economic developments, or public policy, and are country specific. None provide the in-depth analysis of the sphere of public action in South Asia found in this book. It supplies an understanding of how public administration can be either the source of, or solution to, so many of the problems and achievements in the Indian subcontinent.

Book Decentralization Democracy and Development

Download or read book Decentralization Democracy and Development written by World Bank and published by World Bank Publications. This book was released on 2009-07-02 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: The question of whether political, fiscal, and administrative decentralization improves government effectiveness is hotly debated among researchers and policy makers. 'Decentralization, Democracy, and Development' contributes to the empirical literature on decentralization and the debate on whether it is a viable and desirable state-building strategy for post-conflict countries. This book is a collection of eight papers written by nine authors who were intimately involved in the complex decentralization reform process in Sierra Leone from 2003 07. During this period, Sierra Leone s government established elected district and urban councils across the country, transferred certain responsibilities for primary services and local investment and some financial resources to the new councils, and invested heavily in building the administrative infrastructure and capacity of the local councils. Compared to most other Sub-Saharan African countries that have embarked upon decentralization, Sierra Leone s progress in building local government capacity and restructuring the fiscal system is enviable. The authors conclude that improved security and public services are possible in a decentralizing country and Sierra Leone s progress would not have been possible without significant effort at fiscal decentralization and intensive investment in local government capacity building. The most critical ingredient for this promising but fragile reform process is the dynamic leadership team in charge of promoting the new institutional framework and their persistent effort to achieve quick improvement in the local government system and public services.
