Book excerpt: Excerpt from Legal and Political Status of Women in Iowa: An Historical Account of the Rights of Women IN the preparation of this monograph the writer has attempted to present a general survey of the status of women in Iowa by pointing out the distinctions between men and women which have been established by law or sanctioned by judicial rulings. The status of women with reference to activities which are not regulated either directly or indirectly by the government is outside the scope of this monograph and is not discussed in these pages. Thus the position of women in religious and other similar organizations has not been considered since this does not concern their status as citizens. Furthermore, all laws of a general nature applying equally to men and women have received only incidental mention, although such laws are Often of vital importance to women. In this class belong the laws concerning public utilities, protection of life and property, public health, and municipal administration. Unless otherwise specified or plainly inapplicable to both sexes, Iowa statute laws governing civil rights and obligations may be assumed to apply equally to men and women. Laws concerning political matters, on the contrary, refer to male citizens only unless women are specifically included. In some cases it has seemed advisable to include a brief discussion of certain aspects of the status of women which show little or no legal discrimination against women. Thus the admission of women to the public schools, to institutions of higher education, and to the professions has been discussed, although the Iowa laws show but little difference between men and women in such matters. There are two reasons for including these subjects: first, because such privileges are largely furnished at the expense of the State; and secondly, be cause the equality which has prevailed in Iowa is by no means general throughout the United States and ought not to be taken for granted. Teaching has been included for the same reasons, and also because the teacher in State supported schools is in one sense a public official.
