Book excerpt: Excerpt from Lectures on Colonization and Colonies: Delivered Before the University of Oxford, 1839, 1840,& 1841 Great part of these Lectures was devoted to the ex position and illustration of the views of the school in question; another portion, to controverting some errors which appeared to me involved in them. Much was also allotted to the discussions of the then pending conflict between protection and free trade. The interest of both controversies has for the present subsided. Yet I have thought on the whole that I might serve my readers better by retaining a large proportion of the original text of this work, than by rewriting it for adaptation to the present time; for the Lectures as originally delivered show the point which speculation on subjects of colonial policy had reached, at an epoch of no common im portance in its history. But I have omitted from the present edition many details of merely temporary in terest. And I have endeavoured to import into the volume, through considerable additions in the way of notes and appendix, such corrections as the enlarged experience of the last twenty years appeared to render necessarv. During the continental war, and for many subsequent years, our colonial empire had been administered after no very regular pattern, but in accordance with certain received usages. While most of our colonies had free legislatures, their executive government was jealously retained within the control of the mother country. Their trade was fettered by the highly artificial restrictions of the so-called colonial system. Slavery, though assailed with great pertinacity, was maintained in a large proportion of them; together with the peculiar condition of political society which it engendered. The penal colonies - the most remarkable modern accessions to that empire - were regarded as mere conveniences for the execution of justice at home, and excited no farther interest in the minds of statesmen. Book excerpt: Throughout the 19th century in the British Empire, parallel developments in science and the law were squeezing Aborigines everywhere into nonexistence. Charles Darwin took part in this. Again and again, he expressed his approval of the extermination of the native lower races. The more interesting part of the story is that there were plenty of voices, albeit a minority and mostly forgotten now, who objected on humanitarian grounds (and sometimes scientific grounds as well). Europeans, they said, were becoming polished savages and dehumanizing the Other. Darwin was very aware of this criticism and cared not one whit. As he said in a letter to Charles Lyell, I care not much whether we are looked at as mere savages in a remotely distant future. But he well knew it was not a remote future. He had read several writers who accused Europeans of being the real savages. For a brief moment in his youth in his Diary, he himself dabbled in such criticism, even though he already believed in the inferiority of indigenous peoples. That belief grew firmer as he matured. Darwin did not dispute humanitarians so much as he ignored them. Its a sad story. But oh those humanitarians, how they inspire.

Victory did not salvage his regime from revolution, but it began the French conquest of Algeria, which was continued and consolidated by the succeeding July Monarchy. In By Sword and Plow, Jennifer E. Sessions explains why France chose first to conquer Algeria and then to transform it into its only large-scale settler colony. Deftly reconstructing the political culture of mid-nineteenth-century France, she also sheds light on policies whose long-term consequences remain a source of social, cultural, and political tensions in France and its former colony. In Sessions's view, French expansion in North Africa was rooted in contests over sovereignty and male citizenship in the wake of the Atlantic revolutions of the eighteenth century. The French monarchy embraced warfare as a means to legitimize new forms of rule, incorporating the Algerian army into royal iconography and public festivals. Colorful broadsides, songs, and plays depicted the men of the Armée d'Afrique as citizen soldiers. Social reformers and colonial theorists formulated plans to settle Algeria with European emigrants. The propaganda used to recruit settlers featured imagery celebrating Algeria's agricultural potential, but the male emigrants who responded were primarily poor, urban laborers who saw the colony as a place to exercise what they saw as their right to work. Generously illustrated with examples of this imperialist iconography, Sessions's work connects a wide-ranging culture of empire to specific policies of colonization during a pivotal period in the genesis of modern France.

It thereby challenges the customary focus on twentieth-century mass crimes and shows that genocide and “ethnic cleansing” have been intrinsic to imperial expansion. The complexity of the colonial encounter is reflected in the contrast between the insurgent identities and genocidal strategies that subaltern peoples sometimes developed to expel the occupiers, and those local elites and creole groups that the occupiers sought to co-opt. Presenting case studies on the Americas, Australia, Africa, Asia, the Ottoman Empire, Imperial Russia, and the Nazi “Third Reich,” leading authorities examine the colonial dimension of the genocide concept as well as the imperial systems and discourses that enabled conquest. Empire, Colony, Genocide is a world history of genocide that highlights what Lemkin called “the role of the human group and its tribulations.”
