Book excerpt: Excerpt from Lectures and Addresses on the Negro in the South We are confronted today by the stubborn fact of some ten mil lions of negroes, who are increasing rather than dying out; who are an important factor in the economic life of America, and particularly of the South; who thus far have not proved assim ilable, either politically or socially - and who, therefore, consti tute a problem. As Southern men, we may well take counsel of ourselves, as to our attitude and responsibilities toward these peo ple and toward the problems created by their presence. Toward a great many human questions I may say that I am fatalistic, rather than sentimental, in my attitude. It is rather the practical aspects of history which appeal to me. I see no di vine plan in the bringing of the negro race to America. I have the utmost respect for those who hold to such a belief. But I cannot share it. I think the case was simply one of a strong people enslaving a weaker, for purely selfish but wholly normal economic purposes. This View serves only to increase the burden of responsibility resting upon the shoulders and the conscience of the white man. I have heard it argued that this contention of present white responsibility based upon the fact of slavery is un sound; that the damages are too remote. A knowledge of the history of the'origin of negro slavery in America suggests that nothing is clear-er or more direct than this responsibility. It is a responsibility which embraces every one of the great maritime powers of Europe in the fifteenth, sixteenth and seventeenth cen turies; England, Spain, France, Portugal and Holland. And most surely it rests also upon America, and bears most heavily upon those of us who are closest to the burden. What are the salient facts of the case? Its riots of May 28 and July 2, 1917, had origin in economic pressure aris ing from labor questions and the employment of negroes in the place of white men, and its sequence in barbarities which can be explained only by race prejudice. Tortur ing, burning, murder, lynching were rampant. Women and children were not spared. They burned 312 build ings. A large force of militia was called to duty. There were thirty-nine negroes and eight whites known to have been killed in the rioting. Many negroes were birds of passage, and estimates of the number of negroes killed ran as high as three hundred. Minister Resident at Haiti John Mercer Langston, one of the most remarkable colored men of his period, for he stands with the two foremost, Douglass and Bruce, was born in Louisa county, Virginia, December 14th, 1829. This date he gets from his half-sister. His father was Ralph Quarles, Esq., and his mother plain Jane Langston, of African and Indian descent, his father's favorite slave. When Mr. Quarles died he emancipated all his slaves by will, and sent them to Ohio. Of the lad Langston, who was among them, Col. William D. Gooch, a former friend of his father's, was appointed guardian by the judges of the Ross county court. By Mr. Gooch and his family he was always treated as a son. Miss Virginia Gooch, a young lady whom he distinctly remembers, taught him in the New Testament, and he never dreamed that he did not belong to them by birth. When he was between eight and ten years of age, Colonel. Gooch took it into his head to emigrate to Missouri, a slave State. The family, with their furniture, were all packed on board a boat on the Chillicothe canal, when suddenly the sheriff, at the instance of his half-brother, William Langston, appeared with a process charging an attempt to kidnap the boy. Congressmen from the South and from New England discussed him, and worked themselves into a passion about him, which broke forth into a horrible contention of blood. In this contention he behaved himself with notable loyalty and service. He accepted the issues of the civil war as the settlement of a fear ful contention between the North and his Southern owners. He did not ask for the ballot. That was given to him by the white legislators of the nation. The use or misuse he may have made of the ballot was in obedience to the orders of those who passed the fifteenth amendment and made him a voter. In some of the Southern States the ballot has been taken from many of them, or, to be more accurate, constitutions have been so changed that only a small number of negroes can vote. This was done without their request, and those who have watched most closely the negroes to whom the ballot has been denied, must admit that they seem about as well satisfied not to vote as they were to vote. He had no choice in the matter of fixing his primary ideas of civilization. Beginning as a slave, he submitted to the ideas of his owner in those matters as well as in industrial matters. Under the laws of servitude which forced him to carry out the will of his owner, by a natural process he became an imitator of his master, and this easily became the method of his primary educa tion in civilization. On the side of the white man it was a gracious and a friendly act, and one that tended to promote harmony between the two races. On the negro's side, it was a test of his abilities in many ways. In order to understand fully the desirability Of such a test, a brief review is necessary of the effect upon his own mental attitude, and upon that Of the whites North and South, of his thirty years of freedom and Opportunity.
