The persistently sectarian nature of the country's political institutions, the relatively poor quality of governance, and the major civil war that engulfed the country from 1975 to 1990, together define not only the context in which the achievements and failures of Lebanese development must be assessed, but also the continuing challenges that it must face in the era of globalization. This book offers an in-depth analysis of Lebanese economic development during the second half of the twentieth century with special emphasis on the civil war and its aftermath. Makdisi offers a definitive assessment of the principal phases of national development since Lebanese independence in the 1940s, and a study of those conditions requisite for sustainable development for Lebanon, as for many other developing countries.

His assassination in February 2005 almost tipped the country into civil strife. Yet Hariri was neither a militia leader nor from a traditional political family. How did this outsider rise to wield such immense political and economic power? Citizen Hariri shows how the billionaire converted his wealth and close ties to the Saudi monarchy into political power. Hariri is used as a prism to examine how changes in global neoliberalism reshaped Lebanese politics. He initiated urban megaprojects and inflated the banking sector. Book excerpt: Aiming to contribute to the reader’s greater understanding of Lebanese government and politics, this book provides a comprehensive examination of the origin, development, and institutionalization of sectarian consociationalism in Lebanon. A recurrent proposition advanced in this book is that Lebanese sectarian consociationalism has been both a cure and a curse in the formulation of political settlements and institution building. On the one hand, and in contrast to many surrounding Arab regimes, consociational arrangements have provided the country with a relative democratic political life. A limited government with a strong confessional division of power and a built-in checks and balance mechanism prevented the emergence of dictatorship or monarchy. On the other hand, a chronic weak state has complicated efforts for nation building in favour of sectarian fragmentation, external interventions, and strong polarization that periodically brought the country to the verge of total collapse and civil war. While examining Lebanese sectarian politics of conflict and concession during different historic junctures many revelations are made that underlie the role of domestic and international forces shaping the country’s future. Presenting an implicit description of the power and functions of the various branches of government within the context of sectarian consociationalism, this book is an important introductory text for students of Lebanese Politics and Middle Eastern politics more broadly.

Book excerpt: This collective volume contributes to the conceptual understanding of Arab youth and their relationship to politics by making explicit how civic engagement in seemingly ‘apolitical’ fields can be conceived as a form of political activism. In speaking with Algerian, Tunisian, Lebanese, and Syrian youth civic activists who also participated in their country’s uprisings in 2011 or 2019, what is striking is their own insistence on the continuity between direct political protest and their civic engagement. Yet at the same time, these activists almost universally qualify their civic engagement as expressly ‘apolitical’. Such reflections beg two questions: how do youth understand the notion of ‘apolitical’ engagement, and on what premise do they see continuity between political protest and so-called ‘apolitical’ civic engagement? To answer these questions, the studies draw on the analytical tools of practice theory, reconceptualizing ‘youth’ as a generational practice of politics, meaning a ‘competent performance’ of shared knowledge and understandings of what constitutes politics and the political. In conceiving of youth in these terms, this unorthodox collection – representing multidisciplinary and multilinguistic research and blending theoretical and practitioner perspectives – is able to bring to the fore how youth comprehend and indeed dichotomize their collective action with ‘politics’.
