But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Book excerpt: This open access book discusses the impact of human-induced global climate change on the regional climate and monsoons of the Indian subcontinent, adjoining Indian Ocean and the Himalayas. It documents the regional climate change projections based on the climate models used in the IPCC Fifth Assessment Report (AR5) and climate change modeling studies using the IITM Earth System Model (ESM) and CORDEX South Asia datasets. The IPCC assessment reports, published every 6–7 years, constitute important reference materials for major policy decisions on climate change, adaptation, and mitigation. While the IPCC assessment reports largely provide a global perspective on climate change, the focus on regional climate change aspects is considerably limited. The effects of climate change over the Indian subcontinent involve complex physical processes on different space and time scales, especially given that the mean climate of this region is generally shaped by the Indian monsoon and the unique high-elevation geographical features such as the Himalayas, the Western Ghats, the Tibetan Plateau and the adjoining Indian Ocean, Arabian Sea, and Bay of Bengal. This book also presents policy relevant information based on robust scientific analysis and assessments of the observed and projected future climate change over the Indian region.

Book excerpt: Marine and coastal resources provide millions of people with their livelihoods, such as fishing and tourism, and a range of critical additional ‘ecosystem services’, from biodiversity and culture to carbon storage and flood protection. Yet across the world, these resources are fast-diminishing under the weight of pollution, land clearance, coastal development, overfishing, natural disasters and climate change. This book shows how economic instruments can be used to incentivize the conservation of marine and coastal resources. It is shown that traditional approaches to halt the decline focus on regulating against destructive practices, but to little effect. A more successful strategy could be to establish schemes such as payments for ecosystem services (PES), or incorporate an element of financial incentives into existing regulatory mechanisms. Examples, both terrestrial and marine, from across the world suggest that PES can work to protect both livelihoods and environments. But to succeed, it is shown that these schemes must be underpinned by robust research, clear property rights, sound governance structures, equitable benefit sharing, and sustainable finance. Case studies are included from south and east Asia, Latin America, Africa and Australia. The book explores the prospects and challenges, and draws lessons from PES and PES-like programmes from across the globe.

This volume addresses SDG 13, "Take urgent action to combat climate change and its impacts", and contains the description of a range of terms, which allows a better understanding and fosters knowledge. Climate change is a threat to development with unprecedented impacts. Urgent action to combat climate change and development of integrated strategies on climate change mitigation and adaptation and sustainable development are critical for a sustainable future. Book excerpt: In 2023, the combined GDP of the LDCs was 10 per cent below the level it would have reached had the pre-pandemic (2010-2019) growth trend been sustained. As a result, at least an additional 15 million people in LDCs are now living in extreme poverty, with their governments severely constrained in their ability to sustain adequate investments in public services or invest in advancing development progress. The Report highlights the urgent need for concerted action to restore fiscal space in LDCs through the lasting resolution of the debt crisis, reform of the international financial architecture, and the mobilization of climate finance to enable needed investments towards low-carbon transition and green structural transformation. Without which, the SDGs and sustainable development cannot be realised. The Report advances several recommendations aimed at advancing the reform of global development finance, which in its current state, is deficient in terms of its quantity, quality, structure, cost and ease of accessibility. The Report also contains a detailed analysis of the possible role of central banks in shaping the financing of sustainable development and green structural transformation in LDCs. While the contribution of central banks to dealing with climate change has been discussed in developed countries, this is the first time this type of analysis is done in the context of the LDCs.
