To better address the needs of the most marginal and vulnerable people, the CGIAR Research Program on Aquatic Agricultural Systems (AAS) developed the research-in-development (RinD) approach. In 2012, WorldFish started to implement RinD in Solomon Islands. By building people’s capacity to analyze and address development problems, actively engaging relevant stakeholders, and linking research to these processes, RinD aims to develop an alternative approach to addressing hunger and poverty. This report describes the key principles and implementation process, and assesses the emergent outcomes of this participatory, systems-oriented and transformative research approach in Solomon Islands.

Book excerpt: Worldwide, the number of poor people increased during the past decade, despite technological improvements, more open trade, and improved policy frameworks in developing countries. Regional conflicts, adverse shifts in terms of trade, and marginalization of poor countries in the new global economy explain this outcome. This highlights the need to reform development assistance and improve its effectiveness. Making Development Work examines the four key principles of the Comprehensive-Development Framework, a World Bank initiative currently being piloted in twelve developing counties. The initiative promotes a holistic long-term vision of development, domestic ownership of development programs, and focus on results; and stronger partnership between government, the private sector, and the civil society. The first section of the volume describes the evolution in development thinking that culminated in this new consensus. The second focuses on country ownership of development policies and programs. Based on empirical evidence, it proposes a new view of the aid relationship as a mutual-learning process. The third section focuses on results and on the ways aid agencies might enhance development impact of their operations. It concludes with a preliminary assessment of strategies for scaling up from specific projects to sector and programmatic approaches, and suggests ways to adapt them to counter conditions. The experience of a bilateral aid agency, U.S. Agency for International Development (USAID), is examined in this context. The fourth section focuses on partnership, emphasizing that aid agencies must be explicit about the kinds of partnerships they seek with countries and the kinds of strategic selectivity they will exercise. The final chapter pulls together the lessons of development experience at various levels of operation. It outlines key tensions between comprehensiveness and selectivity, ownership and conditionality, speed and broad-based ownership, focus on results and poor local evaluation capacity, and enhanced country focus and globalization. Promising approaches to manage these tensions are put forward to replace one-size-fits-all prescriptions with client empowerment and social learning. Making Development Work offers rich lessons on improving the effectiveness of aid. Thus, understanding the conditions under which community governance can be both equitable and sustainable is of critical importance to scholars and policymakers alike. In Beyond Collective Action Problems, Atul Pokharel argues that sustained cooperation depends on user perceptions that the cooperative arrangement is fair. Pokharel elaborates a different way to think about sustained cooperation over decades, based on a follow-up of 233 long-running community managed irrigation systems in Nepal--the same cases that were used to understand how groups can overcome collective action problems. Covering nearly forty years of history through these cases, Pokharel introduces the idea of fairness problems to capture the many forms in which the perceived fairness of a form of governance comes to matter to continued cooperation. As he shows, the longer individuals cooperate, the more they become aware of how far their cooperative arrangement has diverged from the initial promise of fairness. This perception of fairness affects their commitment to maintaining the shared resource and participating in the institutions for governing it. Highlighting why eventually perceived fairness matters to sustained cooperation, this book illustrates how the fairness problem underlies successful cooperation over time, making it necessary to look beyond collective action problems.

This marked the beginning of a new discourse of knowledge-based aid, which has spread rapidly across the development field. This book is the first detailed attempt to analyse this new discourse. Through an examination of four agencies -- the World Bank, the British Department for International Development, the Japan International Cooperation Agency and the Swedish International Development Cooperation Agency -- the book explores what this new approach to aid means in both theory and practice. It concludes that too much emphasis has been on developing capacity within agencies rather than addressing the expressed needs of Southern 'partners'. It also questions whether knowledge-based aid leads to greater agency certainty about what constitutes good development.
