During the last decade, the Transformative Learning Centre of the University of Toronto has nurtured multiple spaces for an interdisciplinary dialogue among scholars, practitioners and students from these two fields. One of those spaces was the Second International Conference on Citizenship Learning and Participatory Democracy, where close to 300 participants from all over the world shared ideas in more than 150 sessions, including discussions, round-tables, workshops and keynote addresses. Learning Citizenship by Practicing Democracy: International Initiatives and Perspectives includes an introductory essay, 18 chapters and a postscript, and is organized in three sections: I. Learning democracy in participatory budgeting The articles in this book represent a variety of perspectives (as the authors come from different geographical and disciplinary locations), but they all share a commitment to improvements in theory, research and practice in the worldwide movement for deepening democracy and for an emancipatory citizenship education.

McMillan follow the "Democracy Fellows," a group of 30 college students, during their 4 years at Wake Forest University in Winston-Salem, North Carolina, to discover whether their experiences in learning and practicing deliberation might counteract the alienation from public life that has overtaken so many young Americans today. Their research design included classroom learning and practical experiences in organizing and conducting deliberative forums both on campus and in the Winston-Salem community. Observations gleaned from interviews, focus groups, and surveys of a comparison group and the larger student population indicate that, upon graduation, the Democracy Fellows had the skills and the interests needed to become more involved and responsible citizens than their fellow students. Harriger, professor of political science, and McMillan, professor emerita of communication, offer some prescriptions for how deliberative practices might be adopted at other institutions of higher education as at least one important antidote to political disaffection among young people. The book includes a foreword by David Mathews, president of the Kettering Foundation.

Book excerpt: Understanding democracy, learning to be democratic and to value democracy are critical competencies to be developed by all Americans. In the present debate about what knowledge is of most worth in the public school, these civic competencies are seen as second in importance only to the development of critical thinking. They are typically, however, honored more in commencement rhetoric than in school programs or practices; their actualization falls far short of their ascribed importance. The authors argue that critical opportunities for democratic development occur in the day-to-day life of the schools. It follows that all grade levels should participate in the creation of the constitution of the school and classrooms, the justice structure of the school (its disciplinary code, norms, and adjudication), the policy-making of the school, and in the understanding of the school as a social laboratory. The authors demonstrate the effectiveness of such a program by reporting some two decades of applied research on democratic schools which have realized some of these outcomes.

Book excerpt: The idea for this book arose out of a little known political scandal, known as "phonegate", that occurred in Minnesota in the early 1990's in which a number of legislators were found to have been abusing their phone privileges. The hubris of the legislature in response to the discovery of this abuse not only made me rather angry, but, since I had been called for jury duty the year before, gave me the idea that service in the legislature ought to be a duty of citizenship like jury duty. Although the idea of the citizen legislature goes back to Aristotle, serious consideration of it raises the question of what is meant by citizenship and representation. This book addresses that question. It is an attempt to develop a model of citizenship in which representation is simultaneously a fundamental right and the highest obligation. After developing these ideas at a rather high level of abstraction, the book concludes with a proposed constitutional amendment for the State of Minnesota to illustrate how the model will work in practice.
