Management and governance of (large and small-scale) coastal marine resource use systems function in highly complex social and ecological environments, which are culturally embedded, economically interest-led and politically biased. Management processes therefore have to integrate multiple perspectives as well as perception-driven standpoints on the individual as well as the decision-makers’ levels. Consequently, the analysis of perceptions has developed not only as part of philosophy and psychology but also of environmental science, anthropology and human geography. It encompasses intuitions, values, attitudes, thoughts, mind-sets, place attachments and sense of place. All of these influence human behavior and action, and are collected or are available within the respective marine resource use system, which may support the livelihood of a large part of the local population. Management and governance are not only about mediating between resource use conflicts or establishing marine protected areas, they deal with people and their ideas and perceptions. Understanding the related decision-making processes on multiple scales and levels hence means much more than economically assessing the available marine resources or existing threats to the associated system. Over the past decade, there has been a growing inter- and transdisciplinary international community becoming interested in research which integrates perceptions of coastal and inland residents, local and regional stakeholder groups, as well as resource and environmental managers and decision-makers. By acknowledging the importance of the individual perspective and interest-led personal views, it became obvious how valuable and important these sources of information are for coastal research. An increase of research effort spent on the link between perceptions and behaviour in marine resource use systems is thus both timely and needed. By offering a diversity of inspiring and comprehensive contributions on the link between perceptions and behaviour, this Research Topic aspires to critically enlighten the discourse and applicability of such research for finding sustainable, locally identified, anchored and integrated marine resource use pathways.

Book excerpt: This book investigates Romania’s early 1960s change in policy towards the Soviet Union, focusing on two questions in particular: namely, what actually changed and why this change occurred. Drawing from recently declassified archive materials, this book utilises a perceptual approach and a paradigm which argues that post-war Romania allied not against the threat, but with the (perceived) threat – the USSR. Focusing on the proximate causes triggering this policy change, it investigates the emergence of Romania’s opposition to the USSR predominantly through two case studies – the CMEA reform process and the Sino-Soviet dispute. The book focuses on the period between 1960 and 1964, between Romania’s first categorical (albeit non-public and indirect) opposition to the USSR and the issuing of the declaration marking Romania’s first public and official (although indirect) acknowledgement of disagreements with the USSR. This book examines the proximate causes of Romania’s policy change towards the Soviet Union and their roots in Romanian leaders’ perceptions of the threats posed to the nation’s interests by various specific Soviet policies, such as the attempts to impose the CMEA integration or a strong collective riposte against China. Through its findings, the book provides new research perspectives on Romanian-Soviet post-war relations and on the role of the leaders’ beliefs in Romania’s foreign policy choices. It will also serve as a starting point for a more detailed understanding of the unusual present-day relations between Romania and the Russian Federation.

Roosevelt’s Lend-Lease program, American leaders sought to keep Joseph Stalin’s Red Army in the field and fighting Adolf Hitler’s forces in the Second World War from 1941 forward. Delivered by the Anglo-American Arctic naval convoys, overland through the Iranian deserts and mountains, and through the skies from Alaska to Siberia, this much-needed material aid helped Stalin’s Red Army to continue fighting and thereby prevented a separate peace with Hitler’s Germany and a mechanized repeat of the First World War’s Brest-Litovsk fiasco. Yet Roosevelt and other U.S. officials, due to their severe underestimation of Stalin’s character and his rigid and fanatical devotion to exporting Communism at gunpoint, gambled incorrectly that they could win the Soviet premier’s heart and mind through several excessive wartime aid gestures, including the furnishing of atomic bomb materials to the Soviet regime. By 1945, American leaders had succeeded in their strategic goal of keeping Stalin and his Red Army in the war and hastening victory but failed in their efforts to purchase the Soviet premier’s goodwill and commitment to postwar peace, heralding the global Cold War, and setting the stage for later U.S. martial aid programs to those resisting aggression abroad. In addition to its primary focus on the American leadership’s perceptions of Stalin’s strategic importance to the Allied war effort in the Second World War, this work also includes a detailed assessment of Roosevelt’s Soviet Lend-Lease program alongside U.S. President Ronald Reagan’s later support for the Afghan Islamic guerrillas resisting Soviet occupation during the Soviet-Afghan War of the 1980s and a comparison of both martial aid programs with Washington’s recent revival of Lend-Lease aid for the Ukrainian war effort. It offers today’s American leaders and policymakers a chance to consult the lessons of history and apply them in the present.

Book excerpt: The study was in response to the pressing quest for educational qualitative improvement in Zambia. An alternative qualitative method to school improvement is suggested. The study describes and examines the administrative and leadership characteristics and climates of five Zambian secondary schools designated and nominated by the Ministry of General Education and Culture as successful schools. Interviews and questionnaires administered to headteachers and teachers were used for data collection. Content and item analysis in the interviews and questionnaire responses were used. The findings are not consistent in all the five schools investigated with the literature on effective schools. No school covered was perceived favourably in all the five dimensions tested. Appropriate recommendations are made for policy makers, practitioners and stake holders.
