As such, the livelihoods pathways of youth in these countries will be a key determinant of their social, political and economic futures. This book looks at the cultural expectations of Fijian and Solomon Islander youth, as well as the socio-political positioning of youth activists. It investigates how formal and informal structures – such as education, employment and civil society – affect the ability of youth to achieve their potential and actively engage in their societies. Through this investigation, a recurrent theme develops of the structural minimisation of youth in these countries: they are ‘to be seen but not heard’. But Pacific youth are more than citizens in waiting; they are already important members of their communities, with varying degrees of engagement in critical civil society. More than simply leaders of tomorrow, they are partners for today. Youth in Fiji and Solomon Islands documents and details some of the ways that young people in Fiji and Solomon Islands are forging their way as leaders not just of youth, but of their communities. Whilst the majority of youth are engaging in society in acceptable, social ascribed ways, and the majority of adults resist youth participation as a technique to maintain the social status quo, a small but influential cohort of both youth and adults are creating spaces for today’s young people to help to shape the developmental futures of the Great Ocean States of the Pacific.

They are supposed to epitomize the promise of democratic government and yet invariably find themselves cast as the enemy of every virtue that system seeks to uphold. In the Pacific, "politician" has become a byword for corruption, graft, and misconduct. This was not always the case—the independence generation is still remembered as strong leaders—but today's leaders are commonly associated with malaise and despair. Once heroes of self-determination, politicians are now the targets of donor attempts to institute "good governance," while Fiji's 2006 coup was partly justified on the grounds that they needed "cleaning up." But who are these much-maligned figures? How did they come to arrive in politics? What is it like to be a politician? Why do they enter, stay, and leave? Drawing on more than 110 interviews and other published sources, including autobiographies and biographies, Being Political provides a collective portrait of the region's political elite. This is an insider account of political life in the Pacific as seen through the eyes of those who have done the job. We learn that politics is a messy, unpredictable, and, at times, dirty business that nonetheless inspires service and sacrifice. We come to understand how being a politician has changed since independence and consider what this means for how we think about issues of corruption and misconduct. We find that politics is deeply embedded in the lives of individuals, families, and communities; an account that belies the common characterization of democracy in the Pacific as a "façade" or "foreign flower." Ultimately, this is a sympathetic counter-narrative to the populist critique. We come to know politicians as people with hopes and fears, pains and pleasures, vices and virtues. A reminder that politicians are human—neither saints nor sinners—is timely given the wave of cynicism and disaffection. As such, this book is a must read for all those who believe in the promise of representative government.

Book excerpt: The purpose of this grounded theory study was to describe the leadership model second level Indigenous Fijian leaders employ to shuttle between villagers and Westerners. This type of systematic design approach is appropriate due to the requirement to gain a deep understanding of the perceptions of this South Pacific leadership community. The Indigenous Fijian leaders shuttled from a pre-colonial to colonial to post-colonial society without losing their established methods of leadership or land ownership. This method of shuttling was accomplished without debilitating regional conflict. The terms politeness, food gathering, people mapping, love, village interaction, and volunteerism were revealed as positive personal definitions of the shuttle model used by Fijian Indigenous second level leaders. In conjunction, the personal definition rudeness was the negative term associated with the shuttle model used by Fijian Indigenous second level leaders.
