But in fact, it was the culmination of a decade-long struggle for the heart and soul of the Democratic party. This book tells how a group of New Democrats reformed their enfeebled party's agenda, moved it toward the center, and recaptured the White House with their first two-term president since FDR. Reinventing Democrats is the story of the Democratic Leadership Council, an elite group of elected officials, benefactors, and strategists that let fresh air into the smoke-filled room of politics and changed the public philosophy of their party. Kenneth Baer tells who they are, where they came from, what they believe in, and how they helped elect Bill Clinton-the DLC's former chairman-to the presidency. Drawing on DLC archives and interviews with party insiders, Baer chronicles the increasing influence of the DLC from 1985 to the present. He describes battles waged between New Democrats and party liberals after the failed candidacy of Walter Mondale, and he takes readers behind the scenes in Little Rock to tell how DLC director Al From encouraged Clinton's run for the White House. He then explains how the DLC reshaped the party's agenda into a "third way" that embraced positions such as welfare reform, a balanced budget, free trade, a tough stance on crime, and a strong defense. In this revealing analysis of insider politics, Baer shows how a determined faction can consciously change a party's public philosophy, even without the impetus of a national crisis or electoral realignment. He also shows that the New Democrat stance exemplifies how ideas can work in sync with the political calendar to determine which specific policies find their way onto the national agenda. Book excerpt: Taking an ethnographic approach to understanding urban violence, Enrique Desmond Arias examines the ongoing problems of crime and police corruption that have led to widespread misery and human rights violations in many of Latin America's new democracies. Employing participant observation and interview research in three favelas (shantytowns) in Rio de Janeiro over a nine-year period, Arias closely considers the social interactions and criminal networks that are at the heart of the challenges to democratic governance in urban Brazil. Much of the violence is the result of highly organized, politically connected drug dealers feeding off of the global cocaine market. Rising crime prompts repressive police tactics, and corruption runs deep in state structures. The rich move to walled communities, and the poor are caught between the criminals and often corrupt officials. Arias argues that public policy change is not enough to stop the vicious cycle of crime and corruption. The challenge, he suggests, is to build new social networks committed to controlling violence locally. Arias also offers comparative insights that apply this analysis to other cities in Brazil and throughout Latin America.

Book excerpt: Plagued by bloody wars and armed conflicts, political instability, communal violence and displaced persons, and at the mercy of natural catastrophes such as drought and famine, it is not surprising that the Western press has long dismissed Africa as the 'hopeless continent'. In the face of these challenges, Africa today is faced with a stark choice: either unite or perish. The debate on why and how the continent should unite in terms of co-operative peace, security and development is more urgent than at any other time in Africa's post-colonial history. Moving forward from the failure of the earlier, typically idealistic Africa unity project, David Francis demonstrates how peace and security challenges have created the imperative for change. He argues that a series of regional peace and security systems are emerging, and that states that have participated in practical experiments in regional peacekeeping, peace support operations, conflict stabilization/management and preventive diplomacy are building de facto systems of peace and security that could be institutionalized and extended.
