It focused on identifying through research a comprehensive description of what leadership skills practicing female superintendents use in public school systems. It also looked at those superintendents' perceived strengths and weaknesses according to a sample of administrators, school board members and teachers.

Book excerpt: The recent focus on principal effectiveness, and in particular the development of the Framework for Leadership instrument to measure a principals effectiveness, provides cause to investigate the impact of this implementation on district superintendents in Pennsylvania. Currently, a modest amount of research exists regarding superintendent roles and responsibilities around effective district leadership; however, little is available that focuses the superintendents responsibility specific to the evaluation and support of the principal to become a better instructional leader. This qualitative research study explored the perceptions of 44 superintendents working in school districts across three Intermediate Units in the central region of Pennsylvania. The two primary means of collecting data included surveys and interviews. Surveys were completed by 44 superintendents, and from the survey data, 19 superintendents were selected to participate in a brief interview.The findings show that the Framework for Leadership provides superintendents with a tool that can be used to guide conversations about effectiveness, provide feedback on particular areas of need, and promote the growth of principals where necessary; however, findings also reveal that superintendent roles and responsibilities are often so overwhelming that instructional leadership is often not a thought that is first and foremost in their thinking. There were three primary implications revealed in this study. First, this study contributes to recent research in support of principal supervisor positions, particularly as these positions related to school districts located in rural Pennsylvania. This is a significant area of need when considering how superintendents in this region of the state are responsible for covering a multitude of responsibilities as leaders in their positions. Second, this study confirms the importance of superintendents involvement in professional learning. This professional learning is especially important when considering implementations of new supervisory and evaluation tools. Finally, this study contributes to the literature in support of the importance of superintendents as essential for supporting principals to become more effective school leaders.

Book excerpt: ABSTRACTThe purpose of this particular study was to investigate the career pathways of women toward the superintendency and to examine the perceived barriers and supports that may have influenced their attainment of this position of educational leadership. Using the lenses of new data from interviews with fifteen women who are currently serving as superintendents or who had previously served as superintendents in public school districts in Pennsylvania, this study sought to expand upon and strengthen previous research depicting a critical trend in the field of educational leadership related to inequitable representation of women in the superintendent's position. The study also attempted to provide information that graduate programs in educational leadership and mentoring programs for professional organizations can use to help identify the skills needed for women to succeed in the superintendency. The study aimed to not only assist women aspiring to the ranks of these top leadership positions but also to benefit individuals hiring school leaders. Using a methodology of portraiture, the study focused on five essential features including context, voice, relationships, emerging themes, and aesthetic whole. The analysis primarily concentrated on variations in demographics, educational preparedness, and job clusters. Conclusions from the study reflected common themes that included: intentions, accountability, work ethic, mentors and networks, politics, timing and fit, and personal and professional preparedness. Book excerpt: This research explored lived experiences of female superintendents to understand factors that supported or created barriers for women in their career advancement while becoming a superintendent. A phenomenological study design framework was applied to the research to explore the journey women faced including the successes, struggles, and level of support they experienced during their career paths. Background research examined leadership roles, which address gender bias, ratio of female to male principals and superintendents, and other gender specific issues. In this study, seven female superintendents in the state of Pennsylvania were interviewed using a semi-structured one-on-one interview process. From the data, four themes emerged including, (a) Challenges They Faced, (b) Finding Balance, (c) Supporting Factors, and (d) Positive Attributes of the Job . A few recommendations to help increase the number of females in leadership positions include the concept of networking with other females for support purposes and to create a mentoring program that could be implemented by any school district nationwide.

After all, women accounted for nearly eighty percent of all teachers by 1910 and their ascendance into formal school leadership positions could not be far behind. After World War II, however, a backlash against single women educators and a rigid realignment of gender roles in schools contributed to a rapid decline of women school administrators across the country, a decline from which there has been little recovery to the present. Destined to Rule the Schools tells the story of women and school leadership in America from the common school era to the present. In a broad sense, it offers an historical account of how teaching became women's work and the school superintendency men's. Blount explores how power in school employment has been structured unequally by gender. It focuses on the superintendency because an important component of the effort to establish control of schools has occurred in contesting the definition of this position. Unique and important contributions of this volume include: the only published comprehensive statistical study describing the number of women superintendents throughout the twentieth century, an analysis suggesting that the superintendency may have become an appointive position in part to remove it from the influence of newly enfranchised women voters, a discussion of the role of homophobia in creating and perpetuating rigid gender divisions in school employment, and a broad analysis that integrates the histories of teaching and school administration.

Book excerpt: In U.S. public schools a limited number of women have attained the position of superintendent. Consequently, there has been limited research focusing on understanding the position from a woman?s perspective. The purpose of this study was to add to the small body of literature focusing on women?s ideas and beliefs about leading schools. A survey consisting of a measure of perceived leadership practices and questions of demographics was sent to women public school superintendents practicing in four Midwestern states during the academic year, 2000-2001. In addition to the survey, face-to-face interviews were conducted with a small sample of women in the study. The study's framework was based on a model of leadership developed by Kouzes & Posner (1995) and incorporated into The Leadership Practices Inventory (LPI) they developed and used in this study. The research questions asked if there were differences in how the women superintendents perceived their leadership practices based on age, years of administrative experience, and size and structure of their districts. Data analysis revealed that there were significant differences in perceived leadership practices according to size of school district. The study also revealed that women have ways to talk about how they have succeeded in their roles as superintendents. Also women in this study viewed relational leadership as a key component of their leadership style. New findings indicated that the women superintendents believed good hiring practices and specific qualities of a leader were essential elements to effective leadership.

These women have achieved the most powerful position in public education, which makes them unique because men have traditionally dominated the superintendency. The results of this study indicate that as women become more highly educated and have the opportunity to acquire the skills and experiences needed for the superintendency, they are being considered and hired as superintendents. The research indicated that the women held three to seven positions along their path to the superintendency. The majority of superintendents worked in more than one school district. Twenty-five percent had relocated to accept the superintendency. Spouse support, role models, and mentors were facilitators that the superintendents stated assisted them during their career. The barriers included (a) perception of gender bias, (b) perception that women will allow their emotions to influence administrative decisions, and (c) perception that women do not understand finances.
