The Council of Europe suggests reconciling social cohesion with the inevitable changes wrought by globalisation, namely the reorganisation of the parameters governing competition. This reconciliation should take into account the essential political value of democratic security, to be found firstly in employment; the high social and societal cost of precariousness attests to this. However, security should not imply rigidity. It should rather translate into societal recognition of a "right to transition" which calls for co-responsibility on the part of all social actors and stakeholders. Reconciliation is more than a political duty, it is a prerequisite for the stability necessary for social sustainability. It should therefore raise awareness of the need to find new ways of fairly sharing the costs and benefits such transitions create. -- Council of Europe.

Abordant tout d'abord le phénomène du travail à temps partiel, l'ouvrage en dresse un bilan quantitatif et qualitatif, mettant en valeur les caractéristiques de ce dernier et proposant une étude approfondie de son cadre juridique. Analysant ensuite les fonctions du travail à temps partiel, l'auteur démontre la pluralité de celles-ci : instrument d'aménagement du temps de travail dans l'entreprise, le travail à temps partiel se caractérise par sa souplesse mais aussi sa précarité. Outil d'une politique de l'emploi, il devient un moyen de création, de redistribution ou de sauvegarde de l'emploi. Répondant à des objectifs différents, le travail à temps partiel remplit tant de fonctions qu'il en perd son identité. Ce manque d'unité rend difficile l'élaboration de règles communes et l'émergence d'un mode de travail homogène. Tirant les conséquences de cette analyse et se situant dans une perspective de réforme, l'ouvrage s'interroge sur la place du travail à temps partiel dans les évolutions en cours de la durée du travail et formule, dans cette optique, quelques propositions.
