Et l'on ne sait trop à quoi il ressemblera au XXIe siècle quand s'achèvera sa réforme. Ce second ouvrage du Réseau de recherche sociopolitique et organisationnelle en santé ne cherche pas à dresser un bilan des changements en cours, il veut plutôt soulever un certain nombre d'interrogations qui concernent tous les acteurs du système, ses gestionnaires comme ses bénéficiaires. Les auteurs traitent d'abord des principes et des normes qui fondent le système de santé : on y discute d'éthique et de services aux communautés culturelles, mais aussi des normes que le gouvernement fédéral impose aux provinces. La seconde partie porte sur les modalités de financement et d'allocation des ressources, sur les raisons entre autres du niveau élevé des dépenses de santé au Québec, et sur les correctifs qu'on pourrait y apporter. La troisième partie est consacrée à l'organisation et à la gestion des établissements : on évalue les politiques actuelles de décentralisation et on dresse une typologie des administrateurs ; la délimitation même du champ de la santé publique y est remise en question. La dernière partie traite de l'évaluation des services et du rôle qu'elle joue dans les changements actuels. Les auteurs se montrent souvent critiques à l'égard des politiques et des transformations qui touchent le système de santé québécois. Cependant, la perspective de comparaison avec les autres pays de l'OCDE qu'ils adoptent devrait permettre d'alimenter le débat et de mieux l'éclairer.

What efforts have been made to improve a struggling system, and how have they succeeded or failed? Although the falling numbers are significant among Catholic religious in communities that pre-date Vatican II, many communities continue to show stability and even growth. In four parts, this book presents essays from the leading scholars on religious life in Canada that seek to address the state of religious communities dedicated to religious virtuosity normally characterized by formal promises of chastity, poverty, and obedience.
