The study was compiled from available publications and interviews with representatives of the Ministry of Education and the chambers representing both sides of industry. The report shows that the distinguishing features of the vocational training system in Luxembourg are the emphasis on training alternating with work experience and the close collaboration between the authorities and the two sides of industry. The report contains the following information: (1) a presentation of the administrative, demographic, and economic background in which the training system in Luxembourg exists; (2) the structure of the Luxembourg education system and a brief historical review of the development of the training systems; (3) a presentation of the arrangements for initial training; (4) a presentation of the arrangements for continuing training; (5) an indication of where responsibilities for administering the system are located, including the influence of the social partners; (6) information on financing the system; and (7) an indication of present trends and developments. Five appendixes contain the following: a list of abbreviations, an address list, a list of relevant legislation in the development of the training system, a bibliography containing 12 citations, and a glossary of 11 terms. Book excerpt: The present research aims at illustrating the newcomer’s process of becoming an ‘emergent plurilingual’ member of a heterogeneous and multilingual primary school classroom in Luxembourg. It is a 8 month case study about a child belonging to one of the ethnic and linguistic communities most affected by school failure in Luxembourg, namely ‘Romanophones’ or romance-language speaking students. The country of Luxembourg has three official languages and a great diversity, both factors demanding a unique educational system. The Luxembourgish educational system is then confronted with the common practice of trilingualism and a high proportion of foreigners in its classrooms. A detailed analysis of the actors in contact with this child, including the different teachers, parents, and peers, allows for an observation of which practices are legitimated and which ones are marginalized. It also provides valuable insights on how such practices emerge and how the newcomer’s identity evolves within the class group.

Starting in the Netherlands, where nearly all HEIs have developed honors programs over the past two decades, the book explores three clusters of countries: the Benelux, the Nordic and the German-speaking countries. For each of these countries, it discusses the local culture towards excellence, the structure of the education system, and the presence of honors programs. In total, the book reviews the special talent provisions for nearly four million students at 303 higher education institutions in eleven countries. Book excerpt: The European Centre for the Development of Vocational Training (CEDEFOP) moved forward on the four major themes of its medium-term priorities in 2000, which were the following: (1) promoting competencies and lifelong learning; (2) facilitating new ways of learning for a changing society; (3) supporting employment and competitiveness; and (4) improving European understanding and transparency. In tackling this spectrum of activities, the CEDEFOP's accomplishment fell in these two areas: developing knowledge and expertise--encompassing the themes and content within the four priority themes; and serving customers, partners, and policymakers, and fostering research cooperation. In the area of developing knowledge and expertise, a reporting system on lifelong learning was developed; final editing work was completed on key qualifications; a conference on the identification, assessment, and recognition of non-formal learning was conducted; efforts to improve transparency of qualifications were made; and a mechanism to promote mobility was created. In the area of serving its audience, work was completed on reporting on developments in vocational education and training in the European Union (EU); key data on vocational training in the EU were reported; the first report on vocational training policy for the EU was published; an electronic library and information service was improved, and additional research and information exchange was conducted.
