The book takes minority languages as a starting point and it bridges local and global perspectives in the analysis of multilingual education contexts. It examines the interaction of minority languages and cultures, majority languages and lingua franca-s in a variety of settings across different regions and countries on all continents. Even though all chapters in this book involve minority languages, the issues discussed are relevant to any context in which more than language is used in education. The book reveals challenges and opportunities of multilingual education by discussing issues such as Northern and Southern concepts, language education policies, language diversity, interethnic understanding, multimodal language practices, power, conflict, identity and prestige, among many others. “This is the volume that finally accounts for multilingual education from a truly multilingual perspective by involving proposals and research from a variety of multilingual speech communities in the world. He revisits the insight of the French Annals School and situates Pierre NoraÕs Realms of Memory within a history of heritage and our contemporary presentism. Our presentist present is by no means uniform or clear-cut, and it is experienced very differently depending on oneÕs position in society. There are flows and acceleration, but also what the sociologist Robert Castel calls the Òstatus of casual workers,Ó whose present is languishing before their very eyes and who have no past except in a complicated way (especially in the case of immigrants, exiles, and migrants) and no real future (since the temporality of plans and projects is denied them). Presentism is therefore experienced as either emancipation or enclosure, in some cases with ever greater speed and mobility and in others by living from hand to mouth in a stagnating present. Hartog also accounts for the fact that the future is perceived as a threat and not a promise. We live in a time of catastrophe, one he feels we have brought upon ourselves.

Book excerpt: Thirteen marginal Philippine communities were examined in an ethnographic study of the meaning of functional literacy and whether literacy invariably promotes development. The 13 sites were purposely selected to provide a broad sampling from three standpoints: (1) major livelihood and form of economic activity (farming, fishing, urban poor, disaster areas); (2) ethnolinguistic grouping (Luzon, Visayas, Mindanao); and (3) lifestyle or rhythm of life in the community (traditional, transitional, Moslem Filipino minority, lowland Christian majority, urban poor, developmental). The sample functional literacy rate in the study's communities ranged from 34.4% to 79.8%. Special attention was paid to the following topics: community life as a context of literacy practice; community knowledge and the passage to a literate tradition; different practices, meanings, and definitions of functional literacy in different contents; constraints in the relationship between literacy and development; and possibilities for literacy in conceptualizing a school of the people. The study demonstrated that the concepts of literacy and numeracy cannot be separated from their social and cultural settings and that standard measures of literacy used in industrialized countries are often inappropriate in other nations.
