Works councils—institutionalized bodies for representative communication between an employer and employees in a single workplace—are rare in the Anglo-American world, but are well-established in other industrialized countries. The contributors to this volume survey the history, structure, and functions of works councils in the Netherlands, Germany, France, Spain, Sweden, Italy, Poland, Canada, and the United States. Special attention is paid to the relations between works councils and unions and collective bargaining, works councils and management, and the role and interest of governments in works councils. Book excerpt: The insertion in June 1997 of a Title on employment in the Treaty on European Union has accelerated the drafting of European policy in this field over the last few years. This European dynamic has had widespread impact on the themes and mechanisms that characterise national systems of industrial relations. On the one hand, employment is increasingly governed by rules negotiated between the social partners and, depending on the circumstances, the State. This phenomenon of joint labour market regulation is confirmed by a marked desire on the part of employers' associations and trade unions to integrate employment-related issues into their actions and negotiations. On the other hand, the incorporation of employment-related themes by employers’ associations and trade unions, usually in concertation with government policies, is related with greater coordination of bargaining and concertation mechanisms established at European level and within each Member State. Today, the various national realities appear to be directed to various degrees by these two general tendencies. These phenomena active in the field of employment bargaining must therefore be analysed on three counts: the first focuses on the development of the coordination mechanisms that structure these negotiations, and more specifically raises the issue of co-responsibility for the labour market; the second deals with the strict content of employment bargaining, and examines the question of negotiated flexibility of working conditions and employment; the third addresses the autonomy of collective bargaining in Europe. This analysis informs our research, which is in turn intimately linked to recent changes taking place in national systems of industrial relations.

The UK and Italy saw the State take on a too-pervasive role in the 70s; the two nations responded in different ways. In the 1980s Great Britain embarked on a harsh process of privatizations while Italians struggled on until finally submitting to privatizations in their nation in the following decade. The deep crisis of the final years of the 21st century forced both nations to reconsider State interventions as an appropriate tool in order to protect the wellbeing of the national economy.

Eloisa Betti’s monograph convincingly demonstrates on the example of Italy that even in the post-war phase of Keynesian stability and welfare state, precarious labor was an underlying feature of economic development. She examines how in this short period exceptional politics of labor stability prevailed. The volume then presents the processes whereby labor precarity regained momentum— under the name of flexibility— in the post-Fordist phase from the early 1980s, taking on new forms in the Craxi and Berlusconi eras. Multiple actors are addressed in the analysis. The book gives voice to intellectuals, scholars, politicians and trade unionists as they have framed the concept and debates on precarious work from the 1950s onwards. Views of labor law experts, politicians and public servants are investigated in regard to labor regulations. Positions of the very precarians are explored, ranging from rural women, industrial homeworkers and blue-collar workers to physicians, university researchers and trainees, unveiling the emergence of anti-precarity social movements. The continuous role of women’s associations and feminist groups in opposing labor precarity since the 1950s is prominently exposed.
