Book excerpt: France, which has the largest Muslim minority community in Europe, has been in the news in recent years because of perceptions that Muslims have not integrated into French society. The Civilizing Mission in the Metropole explores the roots of these debates through an examination of the history of social welfare programs for Algerian migrants from the end of World War II until Algeria gained independence in 1962. After its colonization in 1830, Algeria fought a bloody war of decolonization against France, as France desperately fought to maintain control over its most prized imperial possession. In the midst of this violence, some 350,000 Algerians settled in France. This study examines the complex and often-contradictory goals of a welfare network that sought to provide services and monitor Algerian migrants' activities. Lyons particularly highlights family settlement and the central place Algerian women held in French efforts to transform the settled community. Lyons questions myths about Algerian immigration history and exposes numerous paradoxes surrounding the fraught relationship between France and Algeria—many of which echo in French debates about Muslims today.

This is an axiomatic statement, but the very nature of the economic changes that have stemmed directly from the effects of oil resources in these areas has tended to obscure longterm patterns of economic change and the fundamental transformation of Middle Eastern and North African economies and societies over the past two hundred years. In this study Professor Issawi examines and explains the development of these economies since 1800, focusing particularly on the challenge posed by the use and subsequent decline of Western economic and political domination and the Middle Eastern response to it. The book beg ins with an analysis of the effects of foreign intervention in the area: the expansion of trade, the development of transport networks, the influx of foreign capital and resulting integration into international commercial and financial networks. It goes on to examine the local response to these external forces: migration within, to and from the region, population growth, urbanization and changes in living standards, shifts in agricultural production and land tenure and the development of an industrial sector. Professor Issawi discusses the crucial effects of the growth of oil and oil-related industries in a separate chapter, and finally assesses the likely gains and losses in this long period for both the countries in the area and the Western powers. He has drawn on long experience and an immense amount of material in surveying the period, and provides a clear and penetrating survey of an extraordinarily complex area.

In response to this, Population in History represents the work of two practitioners that have begun to work together, using their combined approaches in an attempt to assess and account for population growth experienced by the West since the seventeenth century.There is a long record of interest in the history of population. But the interest now displayed is likely to be both more persistent and far more fruitful in its consequences. New studies have been initiated in many countries. And because the studies are more informed and systematic than many of those of earlier periods, they are already provoking the further spread of research. A much more positive part is now also being played by national and international associations of historians and demographers. Burning the veil draws upon sources from newly-opened archives, exploring the ‘emancipation’ of Muslim women from the veil, seclusion and perceived male oppression during the Algerian War of decolonisation. The claimed French liberation was contradicted by the violence inflicted on women through rape, torture and destruction of villages. This book examines the roots of this contradiction in the theory of ‘revolutionary warfare’, and the attempt to defeat the National Liberation Front by penetrating the Muslim family, seen as a bastion of resistance. Striking parallels with contemporary Afghanistan and Iraq, French ‘emancipation’ produced a backlash that led to deterioration in the social and political position of Muslim women. This analysis of how and why attempts to Westernise Muslim women ended in catastrophe has contemporary relevance and will be important to students and academics engaged in the study of French and colonial history, feminism and contemporary Islam.
