Book excerpt: Depuis l’accession à l’indépendance des Etats africains d’expression française, le Président de la République a toujours été l’acteur pivot autour duquel et pour lequel fut construit nombre de systèmes politiques. La prépondérance du Chef de l’Etat, son omnipotence et son omniscience, renforcées par un ethnoclientélisme très marqué et un monolithisme tenace, ont très tôt pris, dans les nouveaux régimes africains, une allure paternaliste et patrimoniale. « Pères de la nation », ou encore « Président fondateur », « Timonier », « Grand Camarade de lutte » le Chef d’Etat africain est « le catalyseur » et le «créateur de la Nation ». Son unicité, son exclusivité et son vedettariat ont, pendant plusieurs décennies, conduit à une floraison de régimes autoritaires et dictatoriaux. La rationalisation de la fonction présidentielle qu’entreprennent les réformes libérales des années 1990 n’a pas réussi à discipliner la posture hégémonique du prince africain. Ce nouvel échec de rationalisation par le bas des pouvoirs du Président de la République en Afrique noire francophone fait suite à celui qui rechercha auparavant à rentabiliser l’action politique par un accroissement des pouvoirs du prince. Ce double échec repose la question du positionnement institutionnel des princes africains. Quel rôle doit-il désormais joué sur une scène politique reconfigurée et avec quels acteurs institutionnels doit-il le faire ? Sur quelle base et à partir de quel format – Présidentialiste, présidentiel, semi-présidentiel ou parlementaire – pourrait-on construire les démocraties africaines ?

Book excerpt: Le 29 novembre 2017, le président de la République française, Emmanuel Macron, prononça son premier grand discours sur l'Afrique dans la ville de Ouagadougou, au Burkina Faso, avant de se rendre à Accra, au Ghana, où il fit aussi quelques déclarations, plus brèves et sur un ton différent, la relation Paris-Ouagadougou n'étant pas la même que la relation Paris-Accra.Dans l'ouvrage, Macron l'Africain, titre ironique renvoyant au vocable attaché à tous les présidents français de la Ve République (en référence à leur attachement au continent africain), Emmanuel Wonyu s'est attelé à réfléchir sur la portée et les limites de ce discours présenté comme fondateur, à en analyser le contenu, à le contextualiser et à le mettre en perspective, d'une part, face aux relations de plus en plus complexes entre la France et les États africains depuis la fin de la Guerre froide, et, d'autre part, face aux pesanteurs de la Françafrique toujours présente sous ses diverses mues, malgré l'existence d'une politique officielle de coopération entre la France et l'Afrique noire, notamment francophone.S'il est incontestable que le président Macron a proclamé urbi et orbi dans son discours de Ouagadougou qu'il n'y a plus de politique africaine de la France, il semble important d'interroger cette déclaration et tout ce qu'elle suggère d'articulation subliminale entre la politique - ou politique africaine - et la Françafrique qui, depuis les indépendances africaines, empêche la France et l'Afrique d'avoir une relation vraiment rénovée et mature. Que veut donc dire le président Macron ? Comment définit-il cette politique africaine qui n'existerait plus ? Serait-ce la Françafrique, la face cachée, la part d'ombre qui, ayant eu raison de la politique officielle, serait donc rejetée en bloc ?Macron l'Africain propose donc une réflexion sur la relation France-Afrique, s'appuyant sur son histoire et sur les évolutions actuelles du monde. L'ouvrage ose le pari selon lequel, au regard du contexte français, africain et international, le président Macron risque fort, dans la suite de son mandat, de tomber sous le charme d'une Afrique magique et de ne pas réussir à éviter de porter, lui aussi, son masque africain, comme ses deux prédécesseurs, contraints de le faire à leur corps défendant, alors qu'ils avaient proclamé haut et fort leur volonté de rupture d'avec les anciennes pratiques.

During the 1970s and 1980s, Africans and Westerners alike came to view dictatorship to be as much a part of the region’s social landscape as its grinding poverty. Yet the end of the Cold War and the sharpening of the economic crisis at the end of the 1980s have breathed new life into campaigns for democracy in Africa, shaking the foundations of many long-standing autocracies. In some cases, dramatic transitions took place, though the fate of the new democracies is far from certain. This volume explores the origins and evolution of political reform movements in several states of francophone Africa. The authors first make the case for the distinctiveness of francophone Africa, based on the influences of colonial history, language, and France’s contemporary role in Africa, then survey the challenges of reform, including the problems of transition from authoritarianism and consolidation of democratic regimes. Case studies of thirteen former French and Belgian colonies follow, organized by level of reform achieved: peaceful regime change, incremental reforms, repressed reform efforts, and reform in the midst of war.

The relationship between France's national territory and other regions of the world where French is spoken and written (most of them former colonies) has long been central to discussions of "Francophonie." Boldly expanding such discussions to the whole range of French literature, the essays in this volume explore spaces, mobilities, and multiplicities from the Middle Ages to today. They rethink literary history not in terms of national boundaries, as traditional literary histories have done, but in terms of a global paradigm that emphasizes border crossings and encounters with "others." Contributors offer new ways of reading canonical texts and considering other texts that are not part of the traditional canon. By emphasizing diverse conceptions of language, text, space, and nation, these essays establish a model approach that remains sensitive to the specificities of time and place and to the theoretical concerns informing the study of national literatures in the twenty-first century.
