Book excerpt: L'esquisse d'un contexte socio-politique difficile en Afrique noire francophone a servi de levier politique et juridique pour faire table rase des institutions et quelque fois des hommes. L'unanimisme qui, depuis les indépendances, par sa nature uniformisante a toujours considéré la société comme une réalité idéelle, désincarnée, purgée de l'être et de l'existence même, s'est trouve depuis la fin des années 1980 devant des revendications pour sa destruction d'une part et pour l'instauration du pluralisme démocratique d'autre part. La conférence nationale souveraine a servi de cadre à cette régulation de la crise de l'état. Elle a été organisée dans sept pays ( Benin, Togo, Congo-Brazzaville, Congo-Kinshasa,, Tchad, Niger et Mali ) soumis à notre étude. Elle a relu l'histoire de ces pays et procède au renouvellement institutionnel et politique en élaborant les nouvelles constitutions. Les délégués à cette conférence nationale souveraine n'ont pas subi l'onction électorale. Ce qui, sur le plan procédural, pose problème. Il y a en effet usurpation de la souveraineté du peuple. Même les referendums constituants organisés pour permettre au peuple de ratifier les textes constitutionnels n'ont rien changé à cette situation. Surtout que ces referendums ont été déviés en plébiscites constituants pour légitimer les gouvernements de transition issus des conférences nationales souveraines.

This was due in part to the stylistic development and diversity of African-American music and dance, from the prewar cakewalk and ragtime to the postwar Charleston and jazz. Successive groups of modernists, beginning with the Matisse and Picasso circle in the 1900s and concluding with the Surrealists and Purists in the 1920s, constructed different versions of la musique and la danse negre. Manifested in creative and critical works, these responses to African-American music and dance reflected the modernists' varying artistic agendas and historical climates.

More than thirty percent of South Africa's population receive such payments, even as pundits elsewhere proclaim the neoliberal death of the welfare state. These programs' successes at reducing poverty under conditions of mass unemployment, Ferguson argues, provide an opportunity for rethinking contemporary capitalism and for developing new forms of political mobilization. Interested in an emerging "politics of distribution," Ferguson shows how new demands for direct income payments (including so-called "basic income") require us to reexamine the relation between production and distribution, and to ask new questions about markets, livelihoods, labor, and the future of progressive politics.
