Book excerpt: In 1962 when Algeria finally obtained its independence from France after an eight-year guerilla war, it immediately embarked upon a second revolution aimed at destroying the colonial economic and social order. While the nationalist leaders struggled for power in the first hours of independence, peasants seized French farms and workers the factories, thus setting Algeria on the road toward a new socialist order. This book is a study of the Algerian socialist revolution, of those who made it and those who gained by it. The primary focus is on political behavior, on those aspects of the struggle among Algerian leader which vitally affected the character of the new order. The authors find that even though Algeria acquired all the trappings of a socialist state and economy, politics remained almost exclusively a question of personal relations, alliances, and rivalries among a small group of leaders--what the authors call, borrowing a concept from the fourteenth-century Arab historian Ibn Khaldun, the politics of assabiya. Algeria's first President, Ahmed Ben Bella, tried to integrate the new and old political groups into a modern political system, but he failed. His overthrow by the army opened a second phase in the process of building stable political institutions and of overcoming the tradition of "palace conspiracies and rebellions of feudal lords." The authors trace in details this cyclical process during the first six years of Alergian independence. The work benefits from a wealth of first-hand information gathered during the authors' three-year stay in the country. The resulting picture is that of a new nation embarked upon a socialist "revolution" which owes little to Soviet or Chinese influences or, in some respects, even to the intentions of its leaders. Book excerpt: While much attention has focused on society, culture, and the military during the Algerian War of Independence, Law, Order, and Empire addresses a vital component of the empire that has been overlooked: policing. Samuel Kalman examines a critical component of the construction and maintenance of a racial state by settlers in Algeria from 1870 onward, in which Arabs and Berbers were subjected to an ongoing campaign of symbolic, structural, and physical violence. The French administration encouraged this construct by expropriating resources and territory, exploiting cheap labor, and monopolizing government, all through the use of force. Kalman provides a comprehensive overview of policing and crime in French Algeria, including the organizational challenges encountered by officers. Unlike the metropolitan variant, imperial policing was never a simple matter of law enforcement but instead engaged in the defense of racial hegemony and empire. Officers and gendarmes waged a constant struggle against escalating banditry, the assault and murder of settlers, and nationalist politics—anticolonial violence that rejected French rule. Thus, policing became synonymous with repression, and its brutal tactics foreshadowed the torture and murder used during the War of Independence. To understand the mechanics of empire, Kalman argues that it was the first line of defense for imperial hegemony. Law, Order, and Empire outlines not only how failings in policing were responsible for decolonization in Algeria but also how torture, massacres, and quotidian colonial violence—introduced from the very beginning of French policing in Algeria—created state-directed aggression from 1870 onward.

War in the Mountains: Peasant Society and Counterinsurgency in Algeria, 1918-1958 challenges this conventional understanding by tracing the ability of the peasant community to sustain an autonomous political culture through family, clan, and village assemblies. The long-established system of indirect rule by which the colonial state controlled and policed the vast mountainous interior of Algeria began to break down after the 1920s. War in the Mountains explains how competing guerrilla forces and the French military sought to harness djemâas as part of a hearts-and-minds strategy. Djemâas formed a pole of opposition to the patron-client relations of the rural élites, with clandestine urban-rural networks emerging that prepared the way for armed resistance and a system of rebel governance. Contrary to accepted historical analysis suggesting that rural society was massively uprooted and dislocated, War in the Mountains demonstrates that the peasantry demonstrated a high level of social cohesion and resistance based on powerful family and kin networks.
